Construction <br />of a building for the Police Department is slated for 1998, unless an opportunity comes up <br />similar to the Public Works building, then perhaps acquisition of such a building should be <br />entertained. Mr. Schroeder stated there have been a few changes in the street <br />improvements portion and mentioned the McKinley Street project and the addition of the <br />Uranium Street project. Street improvement costs were discussed as were street lighting <br />costs. A funding source has to be identified for street lighting. Park improvements were <br />discussed. Mr. Schroeder stated that the program, as presented, is lacking some narrative <br />and that he would add that as per the discussion of the program. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to <br />recommend that Council approve the 1995 - 2000 Capital Improvements Program, with <br />narrative added as discussed. <br /> <br />Motion carded. Voting Yes: Councilmembers Hardin, Zimmerman and Peterson. Voting <br />No: Councilmember Beyer (She stated that the program should not be recommended as is <br />because it was missing narrative.) Absent: Mayor Gilbertson. <br /> <br />Police Chief Auspos inquired what the impact of recommending adoption of this program <br />is. <br /> <br />Finance Officer Hart stated that this is just a plan. <br /> <br />Mr. Schroeder stated that these are the general guidelines so Staff can reasonably project <br />planning. Specific budget approval is still reserved. <br /> <br />Chief Auspos stated that he could not see 1998 as the date to start building something for <br />the Police Department. That's too long to wait when space is needed so badly. <br /> <br />Councilmember Beyer stated that based on how the City of Ramsey is moving, it will <br />probably be six years before the Police building is started on. <br /> <br />Chief Auspos continued that in four years, if he has his way, he will have four more <br />officers hired, as activity is really picking up. He stated he is not one who "likes things <br />fancy" but it is reaching the point where pride kicks in and he cannot picture four more <br />years in the present facility. <br /> <br />Mr. Schroeder reiterated that if an opportunity happens similar to what did for the Public <br />Works department, the City should look at that and added that there are a couple <br />opportunities that staff has discussed, however, none that they have been able to come to <br />Council with yet. <br /> <br />Councilmember Peterson stated that priorities of items can change. <br /> <br />Chief Auspos stated that is his reason for bringing this up. He wanted to make sure this <br />program was not "carved in stone". <br /> <br />Councilmember Hardin suggested forming a committee to deal with the lack of space for <br />the Police Department. <br /> <br />Councilmember Beyer stated that it should be beyond that point and forming a committee <br />would be a waste of time. Space needs and staffing needs are important in the Police <br />Department and they should be addressed before 1996. <br /> <br />Councilmember Zimmerman stated that space needs is something that will have to be <br />addressed after the election when "we know who the players are and where they stand". <br /> <br />Finance Committee/October 25, 1994 <br /> Page 3 of 4 <br /> <br /> <br />
