Councilmember Beyer stated that the office area has plenty of room; it's just the Police <br />Depamnent and the Fire Department that need more space. <br /> <br />Case #5: Review of the Schedule of Rates, Fees and Charges <br /> <br />Finance Officer Hart stated that the schedule of rates, fees and charges will have to be <br />reviewed by the City Attorney. Chapter 7 of the City Code says we have to amend certain <br />fees by ordinance. She suggested the need for mending Chapter 7 to allow the change by <br />resolution. The proposed changes to the rates and charges were recommended by various <br />staff. These recommendations included increases, decreases and the addition of new <br />charges in several areas. Ms. Hart summarized these charges. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Peterson to <br />amend residential urban lot park dedication fee from $700 to $800. <br /> <br />Motion carded. Voting Yes: Councilmembers Zimmerman, Peterson, Beyer and Hardin. <br />Voting No: None. Absent: Mayor Gilbertson. <br /> <br />The Committee discussed rates for rubbish haulers. Councilmember Zimmerman <br />expressed a concern about not wanting to drive the smaller companies out of the City. It <br />was determined that more information should be made available prior to making a decision <br />on that part of it. <br /> <br />Councilmember Peterson stated that we have talked about pawn brokers and asked if our <br />charges were adequate. <br /> <br />Chief Auspos stated the City has three such businesses and that he felt the charge was <br />adequate. <br /> <br />Ms. Hart pointed out that the rate proposed to be charged by the City is at the mid-point of <br />the survey. <br /> <br />Chief Auspos felt the City should stay with an average rate. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hardin to table <br />action of the schedule of rates, fees and charges until Staff comes back with more <br />information. <br /> <br />Motion carded. Voting Yes: Councilmcmbcr Zimmcrman, Hardin, Bcycr and Pcterson. <br />Voting No: None. Absent: Mayor Gilbertson. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to adjourn the <br />meeting. <br /> <br />Motion carded. Voting' Yes: Councilmembers Hardin, Beyer, Peterson and Zimmerman. <br />Voting No: None.
