BOARD BUSINESS: <br /> <br />Case #1: Process for Filling the Position of Fire Chief <br /> <br />City Administrator Schroeder stated that at the last Fire Board meeting, direction was given <br />to Administrative Services Manager McAloney to provide more information, which has <br />been supplied in the agenda packet. He hoped it addressed any questions the Board had. <br />He asked the Board to approve a policy for firing the position of Fire Chief. <br /> <br />Mayor Cdlbertson inquired of Assistant Chief Kapler ff he had any questions to which Mr. <br />Kapler replied he did not. <br /> <br />Boardmember Wilson referred to #4 which reads "Narrowed down applications would be <br />reviewed by City Administrator Schroeder, Personnel and Fire Department designee(s) to <br />arrive at the candidate list" and #5 which reads "Applicants meeting minimum qualifications <br />would be interviewed by City Administrator Schroeder, Personnel and a Committee <br />organized by the Fire Board" and inquired if they are really separate. <br /> <br />Administrative Services Manager McAloney replied that g4 would include two people from <br />the Fire Department but there was discussion about whether the Fire Department or the Fire <br />Board would select the candidates. Number 5 refers to the same two people. <br /> <br />Councilmember Beyer suggested that where it refers to City Administrator Schroeder in g4 <br />and #5, it should be more generic and just refer to City Administrator. <br /> <br />Boardmember McLaughlin asked if the main purpose of this process is to standardize <br />hiring department heads in the City. <br /> <br />Mr. Schroeder stated that this issue came up because of some legal advice that the current <br />procedure the City was using was not the best way to do it. <br /> <br />Mayor Cfilbertson asked Fire Chief CnSff'm ff he is in agreement with the proposed policy to <br />which Chief Griff'm replied that he felt it had been "hashed out" and he is satisfied with it. <br /> <br />Boardmember Pearson inquired ff Assistant Fire Chief Kapler was in agreement to which <br />Assistant Chief Kapler replied he is satisfied as all concerns of the Fire Department have <br />been addressed. <br /> <br />Mayor Gilbertson felt that the Fire Department needed to be comfortable with the policy. <br /> <br />Mr. Kapler stated that the Fire Department appreciates the concern. <br /> <br />Boardmember McLaughlin stated that he called Carla with the League of Minnesota Cities <br />and that he would tend to agree with this policy after talking to her. This seems to be the <br />right thing to do because of legal ramifications, etc. <br /> <br />Motion by Mayor Gilbertson and seconded by Boardmember Simpson to approve the <br />process and forward such recommendation to the City Council for their approval. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmember Beyer, Boardmembers <br />Simpson, McLanghlln, Pearson and Williams. Voting No: None. <br /> <br />Case 0'2: Term Limit for the Position of Assistant Chief <br /> <br />City Administrator Schroeder stated that this was tabled previously pending review of term <br />limits.
