Motion by Mayor Gilbertson and seconded by Boardmember Williams to recommend to <br />City Council that the position of Assistant Fire Chief be considered a two-year temporary <br />work assignment effective January 1, 1995. <br /> <br />Further discussion: Councilmember Beyer inquired if everyone is okay with this <br />procedure. Boardmember Wilson inquired if the Fire Chief hires the Assistant Fire Chief. <br />Ms. McAloney stated that the Fire Chief will recommend to the City Administrator and then <br />to City Council. Councilmember Beyer inquired if the Fire Board has anything to say <br />about it and added that she needs to know if people are comfortable with this process. Fire <br />Chief Oriffin felt that it should be the Chief to make the recommendation. Couneilmember <br />Beyer inquired if it is by-stepping the Fire Board. Chief Griffin stated he did not know. <br />Ms. McAloney stated that this would not be an election - the Chief would make a <br />recommendation. She agreed that the Fire Board needs to be involved but she did not <br />know at what point they wanted to be. Mr. Schroeder stated he could not imagine anyone <br />disagreeing with the Fire Chiefs recommendation for the Temporary Work Assignments. <br />Boardmember Williams stated that there are three Fire Fighters on the Fire Board so there <br />would be some say by the Board. Chief Griffin stated he could give his recommendation <br />to the Fire Board and that he would hope that Council would give its "rubber stamp" ff the <br />Fire Board gives approval and is recommending same. Councilmember Beyer felt that the <br />Fire Board should not be by-stepped. She suggested it go to the Fire Board, Personnel and <br />then to City Council or at least to the Fire Board and then to Council. Mr. Kapler stated <br />that the process adopted in Case #1 gets the Fire Fighters involved at the base level. <br />Councilmember Beyer stated that the recommendation should not go from the Chief to the <br />Administrator, to Council - it should go from the Chief to the Fire Board to Personnel to <br />Council. <br /> <br />Amendment by Mayor Gilbertson and seconded by Boardmember Williams to amend <br />motion to include that the recommendation for the Assistant Fire Chief come from the Fire <br />Chief, to the Fire Board, to the Personnel Committee and then to Council. <br /> <br />Amendment carried. Voting Yes: Mayor Gilbertson, Councilmember Beyer, <br />Boardmembers Williams, McLaughlin, Pearson and Simpson. Voting No: None. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #3: Posting for Position of Fire Chief <br /> <br />City Administrator Schroeder referred to the posting for the position of Fire CMef. <br /> <br />Boardmember Williams, referring to the posting, inquired what is the classification of <br />"some post secondary education" and added that he would like it to "not be so open". <br /> <br />Administrative Services Manager McAloney stated that if we keep it general, we will have <br />more to look at; it's only a minimum. <br /> <br />Boardmember Wilson stated you are weighing three years' experience against some post <br />secondary education which means any education. <br /> <br />Assistant Chief Kapler inquired if it could be changed from some post-secondary education <br />or three years experience to some post-secondary education and three years experience. <br /> <br />Ms. McAloney felt that may be discounting some people. <br /> <br />Boardmember Williams suggesting waiving the post-secondary qualification. <br /> <br />Boardmember Simpson felt that changing the "or" to "and" would work. <br /> <br />Fire Board/September 14, 1994 <br /> Page 3 of 6 <br /> <br /> <br />
