Boardmember Williams felt that post-secondary should just be crossed out but leave three
years' fu~ department experience as is.

Boardmember Simpson then agreed that post-secondary should be crossed out.

Fire Chief Griffin felt that a Fire Chief should have had some experience as a working f'u'e
fighter.

Boardmember Williams reiterated that post-secondary education should not be included as
criteria.

Assistant Chief Kapler stated he is okay with the way it is written. He would like to see
someone who went above and beyond to better themselves.

Councilmember Beycr stated that it could read a year or two of secondary education and/or.

Ms. McAloney stated it could say "preferred" and extra points could be given for
education. She felt that it would exclude too many people by requiring higher education.

Assistant Chief Kapler agreed with a rating system.

Councilmember Beyer stated that a college education does not mean that you are the
"greatest in the world".

Fire Chief Griffin suggested taking out the post-secondary education expectation. He then
inquired about whether the three years' experience should be in the Ramsey Fire
Department.

Ms. Mc/Money stated that the posting could state that it has to be three years' experience
with the Ramsey Fire Department.

Boardmember McLaughlin inquired what additional hours Mr. Schroeder is looking for
from the Fire Chief.

Mr. Schroeder replied that the Fire Chief and the Assistant Fire Chief are notified of
meetings '(budget, goals, etc.). He does not expect them to be able to attend every one of
these - both positions have outside jobs so they cannot be expected to make all the
meetings. It's the work outside of these meetings that is expected. As far as a time
commitment - there is no set requirement.

Mayor Gilbertson felt that the time commitment is "whatever it takes".

Mr. Schroeder added that the Chief and Assistant Chief have to deal with their budget and
also the Fire Board agenda.

Boardmember McLaughlin stated the reason he is asking is because he feels that the wage
for 1994 is an insult, and inquired if wages are being reassessed for 1995.

Mr. Schroeder stated there will be a recommendation for an increase in Fire Department
wages and officer wages. The Fire Department requested a wage enhancement for 1995.
We did not discuss if the wage increase should happen but said a Personnel Committee
meeting will be held to discuss the wage increase for the Fire Department. Such meeting
will be scheduled.

Boardmember McLaughlin commented that the wage for Ramsey Fire Fighters is not in line
with other communities of this size. He inquired if that's the City's intent - to get the
wages up to where the other communities are.

Fire Board/September 14, 1994
