Mr. Schroedcr stated that Ramscy has a new department. Hc expects thc Department does
not expe0t to be up to par with other departments. He added that he does not want the
increase to be so different from what Fire Chief Griffin is presently getting.

Mayor Gilbertson stated that other communities pay their Mayor and Council a lot more
than Ramsey too, but if you don't want the job, you don't have to take it.

Mr. Schroeder stated that there have been adjustments for other City employees. We are
going to take the position it should happen with the Fire Department too.

Councilmember Beyer stated that the criteria at the time of adjustment would be that a
performance evaluation of the Fire Chief be done by the City Administrator. She expressed
concern about how the City Administrator could do the performance evaluation when he
does not know what it is the Chief does.

Mr. Schroeder stated the City Administrator will gain input from the Fire Department -
getting random samples of comments. He stated he would like to survey the entire Fire
Department prior to doing the first evaluation. He stated his review would be based on the
goals, budget, and the input from the Fire Fighters. He stated that is what would occur
unless he was directed otherwise.

Boardmember McLaughlin inquired how long the Department would be considered "new".

Mr. Schroeder replied that Ramsey's Department is the newest in the State.

Boardmember Pearson stated that the Department has worked very hard and he, too,
wondered when they would not be considered a "new department".

Mr. Schroeder replied he did not know.

Councilmember Beyer suggested that the Fire Fighters should receive a step increase just
like everyone else does.

Mayor Gilbertson stated that this is a volunteer Fire Department - if you do not want to do
the job - do not take it. The bottom line is there is a pension fund for retirement.

Boardmember Simpson stated that the relief association is totally separate.

Councilmember Beyer stated that everyone else gets a salary and has their wages increased.
If the City wants to treat the Chief and Assistant Chief the same as everyone else in the
City, the Fire Department should get wage increases too.

Mr. Schroeder stated there is a Personnel Committee meeting planned and the issue of the
Fire Departn~nt wages will be discussed.

Councilmember Beyer inquired if the recommendation would be for an increase to which
Mr. Schroeder replied yes, he is recommending an increase.

Ms. McAloney stated she needs two Fire Fighters to assist with the questions, etc. for the
Fire Chief position.

Boardmember Simpson stated that the two people could be decided upon at the
Departmenfs business meeting.

Motion by Boardmember Williams and seconded by Boardmember McLaughlin to post the
Fire Chief's position leaving off the reference to "some post-secondary education or" and
add that the three years' experience must be with the Ramsey Fire Department.

Fire Board/September 14, 1994
