Voting Yes: Chairperson Hetland, Commissioners Cook, Florentius, Gookin, <br />Henn, Johns and Swokowsld. Voting No: None. Absent: None. <br /> <br />NOTE PLANNING AND ZONING COMMISSION MEETING MINUTES <br /> <br />Motion by Commissioner Gookin and seconded by Chairperson Hetland to note the Planning and <br />Zoning Commission public hearing and regular meeting minutes dated December 7, 1993. <br /> <br />Motion carried. Voting Yes: Chairperson Hetland, Commissioners Cook, Florenfius, Gooldn, <br />Henn, Johns and Swokowski. Voting No: None. Absent: None. <br /> <br />COMMISSION BUSINESS: <br /> <br />Case #1: <br /> <br />REVIEW AND RECOMMEND CHARITABLE GAMBLING FUND <br />DISPOSITION PROPOSAL. <br /> <br />Park/Utilities Coordinator Boos reviewed the background of the charitable gambling fund's <br />purpose and the Commission's consensus to date. <br /> <br />Mr. Boos outlined the proposed format and procedures to be used by each applicant. The <br />Commission 'approved by consensus the following elements that should be addressed within the <br />application: <br /> <br />Timeline - start to completion <br />Budget - total required and sources. This includes the cost of installation. <br />Cooperators - including documentation of all commitments <br />Experience - include references to similar activities <br />Have any of the fundable activities commenced <br />Are any individuals or groups potentially adversely affected <br />Is the applicant prepared to make financial commitments for future operation and <br />maintenance <br />Has the project been reviewed by any other funding source <br />Applying does not guarantee funding nor does it imply funding in future years. Applicants <br />must re-apply yearly. <br />Is there an economic development aspect to the project <br />In no case will any single proposer receive funding for more than three consecutive years <br />A final report or summary of the project will be forwarded to the Commission upon <br />completion. The Commission wiil outline what reporting requirements are needed after <br />further discussion. The Park and Recreation Commission will issue a check for a <br />completed successful project. <br /> <br />The consensus of the Commission was to establish the following qualifying criteria subject to <br />change by the Commission: <br /> <br />The project should clearly and primarily benefit both youth and/or identified park, <br />recreational and natural resource needs located in Ramsey. <br /> <br />Park and Recreation Commission/January 13, 1994 <br /> Page 2 of 4 <br /> <br /> <br />
