The project should have a low degree of liability and maintenance or that which is <br />commonly associated with recreation and parks.. <br />The project should not be more appropriately funded by another source. <br />The applicant or a representative thereof will appear before the Park and Recreation <br />Commission at a predetermined meeting to present their proposal and answer any questions <br />that the Commissioners may have. <br />A 50-50 match of dollars or labor at the current volunteer rate is required. <br /> <br />The Commissioners also agreed by consensus that the City of Ramsey or any entity of the City can <br />be considered as a proposer. Applications must be screened by City Staff and/or City Council and <br />only one "City" proposal per year will be accepted by the Park and Recreation Commission for <br />consideration. <br /> <br />It was further agreed that once the proposal deadline had been reached, each Commissioner would <br />receive copies of all proposals submitted for consideration. Each individual Commissioner would <br />review the proposal prior to meeting. After the applicants presentation to the Commission, each <br />Commissioner including the ex officio and City administrator will assign a ranking to the projects. <br />The rankings ,would be added then divided by the number of voters to determine the Commission's <br />initial ranking. At this point, the Commission would undertake a discussion to ensure that the <br />resultant rank of the project does indeed fit the City's needs. This collective review would allow <br />for a re-vote of all of the projects or an agreement to modify the scope of the available dollars to <br />ensure the City received the most bang for the charitable gambling buck. <br /> <br />Mr. Schroeder suggested that the introduction should include the amount of dollars available in a <br />given year as well as possibly listing what the Commission would not take into consideration for <br />that year. (ie: The Commission approved spring riders for two consecutive years, therefore, <br />applications for spring riders will not be eligible this year). The Commission agreed by consensus <br />to Mr. Schroeder's suggestion. <br /> <br />COMMISSION INPUT <br /> <br />Mr. Boos indicated that the City Council may ask the Commission for input on issuing <br />licenses for beer in city parks for special occasions. The Commission will discuss this <br />issue at the February meeting. <br /> <br />Mr. Schroeder requested the Commission inform staff of their individual desires relative to <br />playground equipment selection. The consensus of the Commission was to have staff <br />make available a time period no sooner than 5:00 p.m. weekdays for those Commission <br />members who desired input. <br /> <br />2) Next Park and Recreation Commission Meeting <br /> <br />The next regular scheduled Park and Recreation Commission meeting will be held at 6::00 p.m. on <br />Thursday, February 10, 1994, at the Ramsey Municipal Center. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Cook and seconded by Commissioner Gookin to adjourn the meeting. <br /> <br />Motion Carried. Voting Yes: Chairperson Hetland, Commissioners Cook, Florentius, Gookin, <br />Henn, Johns and Swokowski. Voting No: None.
