Discussion ensued regarding camping areas, water access and trails. <br /> <br />Motion by Chairperson Hetland and seconded by Commissioner Johns to recommend City Council <br />adopt a resolution ratifying the Rum River Central Master Plan. <br /> <br />Motion Carded. Voting Yes: Chairperson Hetland, Commissioners Cook, Florentius, Henn and <br />Johns. Voting No: None. Absent: Commissioner Swokowski. <br /> <br />Case #5: DETERMINE PARK DEDICATION FOR WILLOW RIDGE <br /> <br />Mr. Schroeder provided background information of the subdivision including the trail segment <br />within the Amber Ridge subdivision. <br /> <br />Motion by Commissioner Florentius and seconded by Commissioner Johns to recommend park <br />dedication be satisfied by a 40 foot trail corridor with forested berm; and, an eight foot wide <br />bituminous trail north of the plat thru the subdivision to 153rd St. N.W. constructed concurrent <br />with street paving and turfed to City specifications; and, strict adherence to the City's tree <br />establishment and conservation policies; and, the remaining dedication being fulfilled in cash <br />(approximately $5,535). <br /> <br />Motion carried. Voting Yes: Chairperson Hetland, Commissioners Cook, Florentius, Henn and <br />Johns. Voting No: None. Absent: Commissioner Swokowski. <br /> <br />Case #6: <br /> <br />1999 CAPITAL IMPROVEMENTS PROGRAM AND REVIEW THE 5 <br />YEAR PLAN <br /> <br />Mr. Schroeder reviewed the Capital Improvements Program year-by-year starting with 1994 which <br />reflects updated dollar amounts from the Commission's 1994 review. He explained that MNDOT <br />has yet to approve the trail from Anoka High School along TH 4/116 then north to Ramsey <br />Elementary. If construction is not started by September 15, 1994, the City is in jeopardy of losing <br />the funds for this project. No changes were made to 1994. <br /> <br />The 1995 suggested changes include "safety improvements" to Central, River's Bend and Rabbit <br />Parks. <br /> <br />Ms. Welsch made a presentation for the Itasca Park which included using the Red River Ox Cart <br />Route as a possible theme with prairie restoration, orchard type trees and rustic shelters. <br />Discussion ensued as to whether a ball field and small parking area were suitable to the area. <br />Suggestions included tennis courts or volleyball courts. <br /> <br />Commissioner Henn and Nancy Webster, of the Northfork Homeowners Association, <br />recommended putting playground equipment in the park in a later stage of development. <br /> <br />Mr. Hendriksen, 15631 Ramsey Blvd., N.W., speaking for the Minnesota Trail Riders <br />Association, expressed concern about paving all the trails making it unsuitable for horses. His <br />understanding was that the west end loop of the Itasca trail was intended specifically for horses, <br />but doesn't feel that the Commission has made any real effort to accommodate riders. <br /> <br />The Commissioners explained that due to land developed prior to the trail plan, they were forced to <br />make changes in the trail layout. <br /> <br />Park and Recreation Commission/August 11, 1994 <br /> Page 4 of 6 <br /> <br /> <br />
