He further explained that in Staff's opinion, a reasonable <br />probability that the 20 acre Fox Knoll will ultimately be "re-subdivided" into urban lots as it is <br />expected to be included within the Metropolitan Urban Service Area (MUSA). <br /> <br />It was also brought to the attention of the Commission that the Planning Commission is expected to <br />request changes to the sketch plan at their meeting (also being held tonight). <br /> <br />Motion by Chairperson Hetland and seconded by Commissioner Florentius to recommend the <br />developer resolve with City Staff the location of a 35-foot trail corridor that will be consistent with <br />City plans which should accommodate future subdivision of the property into urban lots and to <br />table the rest of the case until a decision is reached on a revised sketch plan. <br /> <br />Motion carded. Voting Yes: Chairperson Hetland, Commissioners Cook, Florentius, Henn and <br />Johns. VotingNo: None. Absent: Commissioner Swokowski. <br /> <br />Case #3: <br /> <br />DETERMINE PARK DEDICATION FOR CHESTNUT RIDGE 2ND <br />ADDITION <br /> <br />Relative to the Commission's previous review of this case, it was determined that Potassium Street <br />N.W. is a multi-neighborhood collector street and the City has an obligation to insure safe <br />pedestrian and bicyclist travel within the subdivision(s). <br /> <br />Mr. Schroeder introduced an additional suggestion for a trail easement connecting this plat and <br />Ramsey Elementary School. <br /> <br />Motion by Commissioner Johns and seconded by Commissioner Cook to recommend submittal of <br />a tree conservation and reforestation plan consistent with the City's policies; and, that the developer <br />construct an eight foot bituminous bikeway/walkway concurrent with street paving along the <br />entirety of Potassium Street N.W.; and, that the developer be offered the opportunity to construct <br />the bikeway/walkway south toward Emerald Pond park at an amount to be determined with the <br />balance of park dedication being satisfied in cash; and, that the developer provide a trail easement <br />allowing connection to Chestnut Ridge 2nd Addition with Ramsey Elementary School along the <br />border. <br /> <br />Motion carried. Voting Yes: Chairperson Hetland, Commissioners Cook, Florentius, Henn and <br />Johns. VotingNo: None. Absent: Commissioner Swokowski. <br /> <br />Case #4: <br /> <br />APPROVE ANOKA COUNTY'S RUM RIVER CENTRAL PARK <br />PLAN <br /> <br />Mr. Jack Mauritz, planning consultant, presented a detailed overview of the Anoka County Rum <br />River Central Regional Park Plan. He explained the changes made to the original plan and funding <br />from grant monies. <br /> <br />Mr. Mauritz indicated that the plan should be submitted to the Met Council within three months. <br />The plan also needs to be put on the agenda for the Regional Capital Improvements Plan to be <br />adopted next summer. The earliest monies could be available in 1996. <br /> <br />He outlined oak woods, boundary plantings of red pine, the flood plain forest and two open <br />meadowlands in response to Mr. Bacon's inquiry about the vegetative management of the park.
