NOTE CITY COUNCIL MEETING MINUTES <br /> <br />The Park and Recreation Commission so notes the following: <br /> <br />2. <br /> <br />3. <br /> <br />4. <br /> <br />City Council public hearing and regular meeting minutes dated September 12, 1994. <br />City Council public hearing and regular meeting minutes dated September 27, 1994. <br />City Council public hearing and regular meeting minutes dated October 11, 1994. <br />City Council Canvassing Board meeting minutes dated November 9, 1994. <br /> <br />COMMISSION BUSINESS: <br /> <br />Case gl: <br /> <br />RECOMMEND CITY COUNCIL ADOPTION OF THE PARK AND <br />RECREATION COMMISSION'S COMPREHENSIVE PARK AND <br />TRAIL LOCATION PLAN <br /> <br />As a courtesy, Parks/Utilities Supervisor Boos and Chairperson Hetland presented the <br />Comprehensive Park and Trail Location Plan to the Planning and Zoning Commission on <br />December 2 with the intention of soliciting ideas for the plan. Chairperson Hetland felt that the <br />criticism received from some Planning and Zoning Commissioners was not constructive. <br /> <br />Mr. Boos recommended that a park specific public hearing be held at the January Park and <br />Recreation meeting. "Logical parties" (Saddle Club, RYAA, PTA, Snow Rams) who are <br />interested in what's going on will be specifically invited to attend. <br /> <br />Discussion ensued regarding the changes made to the park plan map as recommended at the last <br />meeting. The majority of discussion focused on horse trails as this seemed to be the cause of the <br />negative comments by Planning and Zoning Commissioner Hendriksen. Chairperson Hetland <br />explained that after the Planning and Zoning meeting, he and Mr. Boos decided that "Multi <br />Purpose Trail Link" should be added to the legend on the map for areas that are less than 75 feet <br />wide (which is the width for multi-use corridors). The City currently has no guidelines that the <br />Commission is aware of prohibiting horses from being on the road right of ways. <br /> <br />The Commission agreed that Anoka County be required to add a bike lane or off-road trail along <br />County Road #63 (173rd Avenue). City Engineer Jankowski is to contact Anoka County <br />regarding this matter and report at the next meeting. <br /> <br />Commissioner Cook recommended speed controls or some sort of safety devise where trails cross <br />Armstrong Boulevard. Because Armstrong is a county road, the City cannot put up signs without <br />them concurring. Mr. Boos suggested appropriate signage should be installed concurrent with trail <br />development. Commissioner Cook recommended that the shoulders be painted with a bike symbol <br />to indicate to drivers that the shoulder is a bike lane not a turn lane. <br /> <br />Mr. Terry Hendriksen, 15631 Ramsey Blvd., N.W., arrived at 6:53 p.m. and a discussion ensued <br />regarding horse trails (acquiring property, maintenance expense). Mr. Hendriksen attended a <br />M.T.U.A.(Minnesota Trail Users Association) conference and will attempt to secure a report of the <br />various findings relative to trails. <br /> <br />The Commission discussed the pictorial trial widths.
