'lThe major concern of the study was to address the adequacy of Ramsey's water
system for the 1994 summer (peak) season. A possible solution to the water utilities short-
term need for additional water supply could be addressed with the connection to the City of
Anoka's water system. The City's demand for water shows that three wells would have to
be constructed; however, if Ramsey could interconnect with Anoka, it would eliminate the
need to construct a well until the year 1997. In addition to the financial advantage of the
interconnect with Anoka, there is also two other significant advantages associated with this
interconnect. First it provides the City utility with an alternative source should some
catastrophe affect our single existing well house. Secondly, this connection would provide
a second feed to the entire portion of the system located west of Tungsten Street N.W. and
County Road #116. Mr. Jankowski informed the Committee that at the present time, a
single maig break would eliminate water supply to all remaining down-stream connections.
He noted ~at the City of Anoka's system operates at a hydraulic grade slightly lower than
the City of Ramsey's. Therefore, when water is required from the City of Anoka, it would
be necessary to manually close a valve at one or more locations to separate the two
systems. The lower pressure may be noticeable but it operated at pressures above the
recommended minimum. Mr. Jankowski stated that Anoka City Staff have expressed
agreement with this concept. He suggested that Well #1, a line shaft driven turbine pump,
should be inspected for wear and signs of corrosion.

Road and Bridge/April 12, 1994
Page I of 3
