high water elevation by 0.03 foot, or approximately 1/3 of an inch. Runoff from this <br />roadway is proposed to be collected in two separate storm sewer systems, each one <br />outletting into sedimentation basins located south of 153rd Avenue N.W. These basins <br />would provide treatment to enhance water quality prior to discharge into the wetland. <br />Citizens also expressed concern for protecting the Blandings Turtle which this wetland is <br />acknowledged to be a likely habitat for. The DNR recommended that a chain link fence be <br />installed to prevent turtles from crossing the roadway. Mr. Jankowski explained that it is <br />Staff's position that the chain link fence, while being effective in preventing turtles from <br />entering the roadway, would be a high maintenance, poor aesthetic solution. It is proposed <br />that a short retaining wall be constructed along the area where the proposed roadway comes <br />closest to the wetland. Mr. Jankowski explained that a master plan incorporating a trail <br />system to create a passive recreational focus for the area, is also included. <br /> <br />Councilmember Zimmerman inquired about the recommendation on the house on the east <br />side of Armstrong Boulevard N.W. which would be closest to the new roadway. <br /> <br />Mr. Jankowski stated that this alignment is such that with existing zoning setback <br />distances, the house (50' away) would be in compliance (back yard 35' - side yard 10' in <br />rural area). After the road is constructed, the property would probably be better suited for <br />commercial development. <br /> <br />Councilmember Zimmerman commented that the last time this report was looked at, there <br />was only talk of a road, now there is a park too. He inquired where the money would <br />come from to fund a park. <br /> <br />City Adminisu'ator Schroeder stated that the engineering firm was assigned to do the layout <br />of the extension, along with a layout of what to do with the land. When the City buys the <br />right-of-way, the large piece of property becomes a remnant. <br /> <br />Councilmember Zimmerman stated that he didn't have a problem with the report, however, <br />possibly the residents would not want to have a boardwalk. He suggested that maybe they <br />would desire the area to be left as a wildlife area. <br /> <br />Mr. Schroeder stated that the engineering firm was asked to conceptualize what could be <br />done withthe property. The Park and Recreation Commission have not yet reviewed this <br />report. The boardwalk is expensive and Staff is not recommending it; the trails, etc. are <br />what Staff is recommending. The boardwalk is something that could be considered later. <br /> <br />Councilmember Zimmerman inquired if 155th Avenue N.W. to the west would be built up <br />to a moredecent grade as cars coming south in the winter on Variolite have a problem <br />making the corner. <br /> <br />Mr. Schroeder replied that it doesn't appear it will be built up. <br /> <br />Mr. Jankowski stated it looks like a reduction in the grade. <br /> <br />Mr. Schaeffer of RLK, stated that if the grade is to be brought up, it will be more <br />expensive because of the fill needed, etc. <br /> <br />Councilmember Zimmerman acknowledged that it would cost more to take care of this <br />issue. <br /> <br />Mr. Jankowski stated that this issue could be discussed with the engineers. <br /> <br />Mayor Gilbertson arrived. <br /> <br />Road & Bridge Committee/June 14, 1994 <br /> Page 2 of 3 <br /> <br /> <br />
