ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a regular meeting on Monday, <br />November 7, 1994, at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., <br />Ramsey, Minnesota. <br /> <br />Members Present: Councilmember Gerald Zimmerman <br /> <br />Members Absent: Mayor James Gilbertson <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steven Jankowski <br />Finance Officer Jessie Hart <br /> <br />CALL TO ORDER <br /> <br />Councilmember Zimmerman called the regular meeting of the Road and Bridge Committee <br />to order at 5:40 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />CONSENT AGENDA <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Sunwood Drive N.W. <br /> <br />City Engineer Jankowski stated that there was a meeting with DNR officials to discuss two <br />environmentally sensitive areas for the proposed alignment for Sunwood Drive N.W. The <br />City had proposed crossing both of these wetlands with an 84-inch arch pipe along the <br />edge of each side of the wetland and two, ten-foot by six-foot box culverts located in the <br />middle of the wetland; however, DNR representatives have said that is proposal is <br />unacceptable and suggested other alternatives be proposed. One alternative might consist <br />of filling halfway across each of the wetlands and bridging the remaining half. It offers a <br />less costly compromise to a full bridge across each of these wetlands which we have <br />assumed would be acceptable to the DNR. Wetland replacement would still be proposed to <br />compensate the area of the wetland filled. This alignment was considered the best from the <br />standpoint of engineering and safety. Mr. Jankowski described the next alternative. He <br />stated that the half bridge concept is retained for the Wetland #114P. However, the <br />alignment of the roadway crossing Wetland #673W has been relocated approximately 150 <br />feet to the north to avoid bisecting this relatively small protected wetland into two equal <br />halves. The Wetland #673W crossing would consist of fill, with a single equalizer culvert. <br />DNR reviewers felt this alignment would have a smaller impact on the wetland.
