alignment does create undesirable impacts on the horizontal roadway alignments. It creates <br />a reverse curve near the intersection with Sunfish and a skewed angle at the intersection of <br />Sunwood and Sunfish. <br /> <br />Councilmember Zimmerman stated that there has been talk about reworking the 1991 <br />Wetland Conservation Act and inquired if Mr. Jankowski felt it would be worth waiting <br />until then. <br /> <br />Mr. Jankowski stated that the City could build up to the environmentally sensitive area and <br />then wait to do the rest until later, with the anticipation that environmental regulations might <br />be relaxed in the future. However, he did not anticipate that environmental regulations <br />would be modified significantly. Mr. Jankowski also pointed out that once a roadway is in <br />place, residents generally inclined to oppose change. <br /> <br />City Administrator Schroeder stated that he is hoping something can be worked out for the <br />western end. For the eastern end, he suspected that a bridge would have to be constructed. <br /> <br />Councilmemher Zimmerman stated he is really opposed to what the DNR has proposed for <br />the western end; it is dangerous because of the skew. He stated he does not have a <br />problem with the eastern alignment but suspected it would be quite costly. He suggested <br />going with the half bridge on the eastern alignment and getting approval for half a bridge on <br />the western alignment and to "take our chances" on things changing. <br /> <br />Mr. Schroeder stated he would propose half a bridge on the eastern alignment and some <br />sort of culvert system on the west end. If they do not "buy" that, we will say we will build <br />half a bridge on the west end too. <br /> <br />Councilmember Zimmerman inquired if the City should say that what the DNR has <br />proposed for the western alignment is dangerous. <br /> <br />Mr. Jankowski stated that there is a combination of negative things: curves, skew, etc. He <br />preferred the straight-through alignment. He suggested maybe dealing with the alignment <br />on the east and dealing with the western alignment when we get to it - about three years <br />from now. <br /> <br />Councilmember Zimmerman inquired what would happen if the roadway can never cross <br />the landfill. <br /> <br />Mr. Jankowski stated if we say we want to do two half bridges, then if environmental <br />standards get more lax, and we could have put in culverts, they would "have us" because <br />we said we would put in a half a bridge. <br /> <br />Councilmember Zimmerman stated that if it changes to our benefit, we could counter it. <br /> <br />Mr. Jankowski stated "we could try." <br /> <br />Mr. Schroeder stated that we should say that and if the deal gets worse, we can say we <br />were told we could do this. <br /> <br />Councilmember Zimmerman commented that the wetland is basically a mosquito ground, <br />it's marginal land. <br /> <br />Mr. Schroeder stated it's basically a $1.2 million dollar project that we can handle, but we <br />are not comfortable with it. <br /> <br />Road & Bridge Committee/November 7, 1994 <br /> Page 2 of 4 <br /> <br /> <br />
