Cn~e #12: ~F$CME <br /> <br />City Administrator Schroeder stated that Council held a closed meeting prior to this Council <br />meeting tO discuss the AFSCME Labor Contract. This contract has been ratified by the <br />AFSCM~ employees. The proposed increase is 3.89 percent for 1994 and 3.98 percent for <br />1995. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Peterson to adopt <br />Resolution g94-01-009 approving the 1994 - 1995 labor agreement with AFSCME Council <br />#14. <br /> <br />Further diz~ cussion: Councilmember Peterson publicly thanked the City Administrator, the <br />Personnel Coordinator and the AFSCME Negotiations people for a relatively fair and <br />prompt settlement. <br /> <br />Motion carded. Voting Yes: Mayor Oilbertson, Councilmembers Beyer, Peterson, Hardin <br />and Zinmaerman. Voting No: None. <br /> <br />Case #13: Report Regarding Adult Bookstore <br /> <br />City At_tomey Goodrich stated that the 8th Circuit Court of Appeals has affirmed Judge <br />Murphy's, decision, of July 1992, that the City of Ramsey's ordinance is constitutional. <br />Mr. Holmberg, owner of the Bookstore, has requested a re-hearing and that decision has <br />not been made. If they do not grant a re-hearing, Mr. Holmberg will be appealing to the <br />United States Supreme Court. Authorization has been given to enforce the ordinance. This <br />would be a pertmnent injunction prohibiting them from operating at the site because of the <br />distance to certain types of businesses. Mr. Goodrich stated that the health ordinance is <br />also being pursued. <br /> <br />Council directed Mr. Goodrich to keep them updated. <br /> <br />Case #14: Report from Road and Bridge Committee <br /> <br />City Engi!4eer Jankowsld stated that the Road and Bridge Committee discussed the Street <br />Paving Program. He listed the streets that would be eligible for the program; three of the <br />projects have been petitioned for. The Committee discussed establishing an assessment <br />cap. If the City's subsidy level would be for that amount over $4,000/lot, all the identified <br />streets could be completed in four years at the $20,000 annual budget projection. He stated <br />that when the the subsidy level is determined, he would come back with a resolution to <br />initiate this program in 1994. <br /> <br />Mayor Gilbertson felt that it's important to "clean up these dirt streets". <br /> <br />Couneilmember Peterson did not disagree that this program is important, but felt that street <br />lighting is also important. <br /> <br />Councilmember Beyer stated she would like to know why there is even discussion about <br />subsidizing paving projects and asked what the recommendation is from the Road and <br />Bridge Committee. <br /> <br />Mayor Oilbertson stated that the total amount of $20,000 was discussed but a cap amount <br />has not been set. <br /> <br />City Council/January 18, 1994 <br /> Page 12 of 15 <br /> <br /> <br />
