officers tO use in operation of the snowmobile patrol, including some gloves, face masks <br />and wiring of helmets to connect to the portable radio each officer carries. <br /> <br />Case i~: Request for Revised Preliminary Plat Approval of Rivenwick <br /> and Final Plat Approval of Rivenwick 2nd Addition; Case of <br /> Rivenwick Corporation <br /> <br />Zoning Administrator Frolik stated that the Rivenwick Corporation has submitted their <br />request for final plat approval of Rivenwiek 2nd Addition. This second addition is platting <br />the remaiaing residential lots in the subdivision. The proposed final plat varies from the <br />approved preliminary plat for Rivenwiek in that the westernmost part of 137th Avenue <br />N.W. has been designed as a cul-de-sac versus a through street to Riverdale Drive N.W. <br />Consequently, it is necessary for the developer to seek approval for a revision to the <br />prelimin ~ary plat prior to final plat approval of the second addition. Ms. Frolik explained <br />that the disadvantages of the cul-de-sac would be longer travel time but the trade-off would <br />be inerea~l tax revenue as cul-de-sac lots develop at a higher rate. <br /> <br />Mr. Richard Bloom, Project Manager for the Rivenwick Corporation, stated that when they <br />purchased this property, the preliminary plat had already been approved. He suggested his <br />Corporation is hoping to make some changes to phase #2 of the development. He stated <br />the property is desirable, however, the land abutting it is zoned for commercial <br />development. He stated they will be appealing to the move-up home buyers as there are <br />akeady a lot of first time home buyers lots in Ramsey. He added that if someone is <br />purchasing a home for $200,000, they are a "fussier" buyer and more demanding. He felt <br />that this iproperty would then need something to offset the drawback of commercial <br />property abutting this residential area and suggested that cul-de-sacs would be a way to do <br />that. He reported that they have sold 20 lots so far and 16 of them are cul-de-sac lots with <br />an average home value of $175,000. The average value of the homes in phase one are <br />$130,000 and only four lots have been sold. He added that the increased taxes would <br />offset any expense added for the City to maintain the cul-de-sac lots. <br /> <br />Councilmember Zimmerman stated it appears that a lot of traffic would be diverted up one <br />street. He felt Mr. Bloom's plan could be reworked to accomplish both objectives. <br /> <br />Mayor Gilbertson felt that Mr. Bloom's request was not unreasonable. <br /> <br />Councilmember Zimmerman stated that the Planning Commission has recommended that <br />the City Council deny this request. <br /> <br />Mayor Gilbertson felt this is not really a Planning Commission issue. <br /> <br />City Administrator Schroeder stated that this is more of an economic decision. He added <br />that the community will be enhanced by this quality subdivision. Upon inquiry, Mr. <br />Schroeder suggested that it would be a mistake to build 137th as a through street. <br /> <br />Councilmember Zimmerman stated that no one is disagreeing with that, he just felt that <br />routing 96 families going past one house was too many. <br /> <br />Councilmember Beyer stated that the Planning Commission recommended denial and <br />Council puts a lot of faith in their opinion; however, she felt if the Commission would have <br />seen the ~ame documentation Council is seeing, they may not have suggested denial. She <br />inquired if this information could be brought back to the Planning Commission. <br /> <br />Ms. Frolik stated that the Planning Commission was given a verbal report. <br /> <br />City Council/February 8, 1994 <br /> Page 4 of 8 <br /> <br /> <br />
