Councilmember Peterson stated he is in favor of Mr. Bloom's request. <br /> <br />Councilmember Hardin stated he is not really in favor of cul-de-sacs but since this <br />subdivision has obstacles to overcome, he expressed approval of the cul-de-sac. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to approve the <br />proposed revision to the Rivenwick preliminary plat to design 137th Avenue N.W. as a <br />cul-de-sac versus a through street. <br /> <br />Further discussion: Councilmember Peterson commented on having the mailboxes in a <br />central location. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin and Peterson. <br />Voting I%: Councilmembers Beyer and Zimmerman. <br /> <br />Case #3: Request for Extension to Install Required Site Improvements <br /> and Waiver of Financial Guarantee Requirement; Case of <br /> Dalles R.V. <br /> <br />This case was tabled at the request of the applicant. <br /> <br />Case #4: Request for a Temporary Conditional Use Permit for an <br /> Alternate Fuel Supply Test Demonstration Facility; Case of <br /> Kaltec of Minnesota, Inc. <br /> <br />Zoning Administrator Frolik stated that Kaltec of Minnesota, Inc. has applied for a <br />temporary conditional use permit (CUP) to establish and operate a Molten Carbonate Fuel <br />Cell test demonstration facility on the landfill property at 14730 Sunfish Lake Boulevard <br />N.W. Kalt~ would be leasing a portion of Waste Management's property for this <br />demonsla~ation project. Ms. Frolik informed Council that the demonstration facility consists <br />of an 8,400 square foot pole barn for housing a fuel cell, gas processing equipment and <br />support equipment. Two mobile type structures would also be brought onto the site to <br />provide Office and bathroom facilities for site personnel. Access to the site will be from the <br />existing landfill entrance. Following the completion of the demonstration project, all <br />structures, equipment and materials will be removed from the property. The demonstration <br />project proposes to have the equipment operational for a period of 4,000 hours (six <br />months).: The CUP is written for a one-year term to allow sufficient time for site set-up <br />and teardown in addition to the six months of demonstration testing. <br /> <br />Mr. Stev0 Kollodge of Waste Management of Minnesota, Inc. and Mr. Charles Rippy of <br />Kaltec of Minnesota, Inc. were present to describe the process and present a model of the <br />facility. The start date is anticipated for the first week in May 1994 and will go through <br />December 1994.
