Counciimember Hardin inquired about State and Federal requirements to which Mr. Rippy <br />explained that the Minnesota Pollution Control Agency has been contacted and no permits <br />are required. <br /> <br />Mayor Gilbertson felt that this would be a very interesting project. <br /> <br />Councilmember Hardin inquired if Waste Management would be wiling to guarantee the <br />City that the buildings will be gone when the operation is finished. <br /> <br />Mr. Kollodge replied that Waste Management has no interest in the buildings and that they <br />will be removed. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Peterson to adopt <br />ResolutiOn #94-02-019 adopting Findings of Fact g0352 relating to Kaltec's request for a <br />temtmrm'y conditional use permit. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Peterson, <br />Beyer and Hardin. Voting No: None. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt <br />Resolution S94-02-020 approving the issuance of a temporary conditional use permit to <br />Kaltec and declaring terms of same with the inclusion of a letter from Waste Management <br />guaranteeing that the building will be gone when the operation is complete. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and Zimmerman. Voting No: None. <br /> <br />Case #$: 1994 Community Development Block Grant (CDBG) Funds <br /> <br />Zoning Administrator Frolik stated that the Council has been discussing allocation of the <br />CDBG ftinds and the public hearing has been held. <br /> <br />City Administrator Schroeder suggested allocating $5,000 to Alexandra House and the <br />remainder for the City projects. <br /> <br />Coun¢ilmember Beyer stated she wants to see the funds go to the community service <br />agencies so residents who need assistance can benefit from this CDBG money. <br /> <br />Council[member Hardin stated that in 1992, the City donated $2,000 to CEAP and $3,000 <br />to ACCAP Senior Outreach. He recommended allocating $1,000 to ARC, to Rise, <br />Alexan~a House and Meals on Wheels and $20,000 to Central Park and the storm sewer <br />water drainage system. <br /> <br />Councilmember Beyer stated she did not want to see any of this money go to the parks; she <br />wanted to see it all go to help the needy. She felt that trails do not help the needy. <br /> <br />Councilmember Peterson stated that the trails would be handicap accessible. <br /> <br />Councilmember Beyer stated she also has a problem with the money going for studies for <br />the City. <br /> <br />Mr. Schroeder stated he is concerned about the money going for operating expenses for the <br />organizations as he does not want them to come to depend upon the City.
