Mr. Notermann suggested that he may have overestimated the size of his operation. <br /> <br />Councilmember Peterson stated he is not willing to waive the financial guarantee as there <br />would be no way of ensuring the improvements will be made. <br /> <br />Mr. Noterrnann felt that someday we will be paying for the flooding we are causing by <br />tarring every square inch. <br /> <br />Councilmember Peterson asked Mr. Notermann if he wanted to revise his site plan. <br /> <br />Ms. Frolik stated that she has the original site plan and it could be reviewed by Mr. <br />Notermann and cut back if he chooses. <br /> <br />Councilmember Peterson informed Mr. Notermann that there could be more costs <br />associated with this action. <br /> <br />Mr. Noterrnann inquired if he reduces his site plan by 25 percent, would he still have only <br />one year tO get all his improvements completed. <br /> <br />Councilmember Hardin stated he could come back to Council with a revised site plan and a <br />suggested, time frame. <br /> <br />Mayor Cdlbertson stated Council would work off of what Mr. Notermann brings back. <br /> <br />Councilmember Zimmerman felt it is worthwhile to work with the business people. <br /> <br />Councilmember Peterson stated he is not willing to "cut any special deals". <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Gilbertson to table this case <br />until Mr. Notermann has a chance to meet with Staff to review his site plan. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and Petemon. Voting No: None. <br /> <br />Case #2: Northfork Trail Easement <br /> <br />City Administrator Schroeder stated that the new owner of the Northfork Golf Course will <br />be National Golf Properties. One of the issues to be resolved prior to closing on the sale is <br />the horse trail system running through the course. The City has previously been granted <br />fee title to the trail ways. The new owner wishes to have the right to pave this trailway for <br />joint use by both the public (using the horse flails) and by cart users of Northfork. Mr. <br />Schroeder explained that the new owner will not have the right to pave any portion of the <br />trallway Without an easement granted back by the City or some other similar action. Mr. <br />Jeff Knutson, Attorney for the current owner, has requested resolution of this matter. <br /> <br />Mr. Knutson stated the new owners are asking for an easement that does not interfere with <br />the public use but allows the course to move carts, etc. It's the same property United <br />Power Assoeiation has a road easement on. He added that the existing golf cart paths have <br />class five on them. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to <br />approve granting the easement as requested by National Golf Properties contingent upon <br />review by .the City Attorney. <br /> <br />City Council/February 22, 1994 <br /> Page 6 of 13 <br /> <br /> <br />
