(This resolution <br />allows the Bowmans to continue their business in their home until September 1, 1994) <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and zimmerman. Voting No: None. <br /> <br />Carol Lar~on, 14480 Bowers Drive N.W., Ramsey, requested Staff supply the concerned <br />neighbors with information obtained from Anoka County with regard to the lacquer <br />disposal, etc. <br /> <br />Case #$: Request for an Extension to Conditional Use Permit for Home <br /> Occupation; Case of Steven Haigh <br /> <br />Zoning Administrator Frolik stated that in 1990, the City of Ramsey issued a conditional <br />use permit for a home occupation to Steven Haigh for the purpose of establishing a <br />trophy/plggque business in his residence at 14151 Germanium Street N.W. The CUP was <br />written with a three-year expiration period. Mr. Haigh is requesting another three-year <br />conditional use permit. He has made a substantial investment in computerized equipment <br />and cannOt afford to move to a different location at this time. Ms. Frolik informed Council <br />that the Planning Commission conducted a public hearing and no comments were <br />submitted; <br /> <br />Mayor Cdlbertson stated that extending the CUP another three years would make it a six- <br />year CUPand he felt that was too long a time. He suggested extending the CUP one more <br />year. <br /> <br />Councilmember Hardin agreed that three years was excessive also. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hardin to <br />approve a' one-year extension to December 31, 1994, for the conditional use permit for a <br />home occupation issued to Steven Haigh at 14151 Germanium Street N.W. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Hardin, <br />Beyer and Peterson. Voting No: None. <br /> <br />Case #6: <br /> <br />Request for a Conditional Use Permit for an Accessory <br />Apartment in the R-1 Rural Residential District; Case of Cathy <br />G ustafson <br /> <br />Zoning Administrator Frolik stated that Cathy Gustafson has applied for a conditional use <br />permit to maintain an accessory apartment in her home at 15823 Nowthen Boulevard N.W. <br />The main living quarters were constructed in 1963, and an addition was put on the home in <br />1974. Ttfis addition is separated from the main living quarters by an atrium door and <br />consists of a kitchen, living room, two bedrooms and a bathroom. This addition is also <br />serviced by its own furnace, water heater and gas meter. The Planning Commission <br />conducted a public hearing on February 1, 1994, and there was one written comment <br />submitted in favor of the request. Ms. Frolik stated that considering the design of the home <br />and the number of years it has been utilized with an accessory apartment, it is the <br />recommendation of the Planning Commission and City Staff that a CUP be granted to <br />Cathy Gustafson. It is recommended that a term of the CUP require that the property <br />owner occupy one of the units. Studies indicate that this is advisable for two reasons: 1) <br />It prevents, marketing the home on speculation of it being a double rental unit or duplex; and <br />2) Occupancy by the property owner usually ensures the appearance of the structure will <br />bc maintained. <br /> <br />City Council/February 22, 1994 <br /> Page 8 of 13 <br /> <br /> <br />
