City Engineer Jankowski stated that from a pragmatic standpoint centralized sewer and
water are superior to a septic system, as the septic system has a limited life and will
eventually fail.

Councilmember Peterson inquired whether City would require replacement.

Mr. Jankowski advised that it is the current policy to require replacement of septic systems
when failure occurs.

Councilmember Peterson inquired of the septic system projected lifetime if Mr. Dom had
two possible sites for the septic system.

Mr. Jankowski stated it should last at least 20-30 years.

Councilmember Hardin inquired who would be responsible to pay for sewer and water
when expansion reaches this development.

Mr. Dom ~stated they probably are assessed like everyone else.

Mr. Jankowski stated that when less development is allowed the cost of sewer and water is
going to be high, and he questioned whether the residents would be able to afford it.

Mr. Dom. stated that there are also 23 single family homes, all expensive, and he felt that
they could afford it. He added that there are two adjacent neighborhoods that would benefit
also.

Councilmember Beyer noted that it will take at least 30 years for MUSA to get that far.

Councilmember Hardin felt the request should be tabled until the City can set up standards
for futurerrequests.

Councilmember Beyer felt tabling was unnecessary as Mr. Dom is only asking for
conceptual approval.

Councilmember Zimmerman stated he was reluctant to grant approval. He stated
everybody should be treated alike, and he felt the City should stay with the 4 in 40 policy.

Councilmember Hardin stated he did not object to the concept but that he was not ready to
approve at this time.

Motion by Councilmember Hardin and seconded by Mayor Gilbertson to table sketch plan
approval for Townhouses of Rum River Hills until Staff could set up guidelines for making
exceptions to the 4 in 40 policy.

Further Discussion: Councilmember Beyer felt the Ramsey Planning Commission should
be involved in this process. Mayor Gilbertson directed Staff to send another letter to The
Metropolitan Council outlining the circumstances of this request and inquire whether there
is any.way of approving the request without endangering Ramsey's future MUSA
expansion.

Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin and Zimmerman.
Voting No: Councilmembers Beyer and Peterson.

City Council/March 8, 1994
