Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin, Beyer <br />and Zimmerman. <br /> <br />COUNCIL BUSINESS: <br /> <br />Case #1: Presentation by David Hartley, Metropolitan Council <br /> <br />Mr. David Hartley, Ramsey's representative on the Metropolitan Council, presented and <br />briefly reviewed the Metropolitan Council Draft Regional Blueprint and discussed various <br />issues involving Ramsey and its future expansion. <br /> <br />COUNCIL BUSINESS/PUBLIC HEARINGS <br /> <br />City Engineer Jankowski stated that Case #'s 2 through 15 are a series of public heatings <br />on 14 projects which make up the 1994 Street Maintenance Program. The purpose of the <br />street program is to protect the public's investment in pavement. There are approximately <br />130 miles of paved local streets in Ramsey. The City has a goal to try to address <br />pavements in a five to seven year period. The 1994 program addresses pavement that was <br />last dealt with in 1985 and 1988. The Street Maintenance Program began in 1981. Initially <br />100 percent of the cost was assessed to the property owners but in 1990, the City modified <br />the policy ~where it split the cost 50 percent. However, there are exceptions to this split. If <br />a project is defeated by petition and a more expensive project comes about as a result in a <br />City Council/March 22, 1994 <br />Page 3 of 14 <br /> <br /> <br />
