Case #13: Public Hearing on Improvement Project g94-12; Bituminous <br /> Overlay of Sports Haven/Carol-Rose Additions <br /> <br />Mayor Gilbertson called the public hearing to order at 7:52 p.m. <br /> <br />Terrence Mox, 16530 Yeolite Street N.W., Ramsey, stated he has been living in his home <br />since August 1973 and this is the second time the City is planning to sealcoat in front of his <br />house. Tlu'e~ e to four years ago asphalt was put down and he was assessed $1,300. Now <br />he will be assessed again for sealcoating. <br /> <br />City Engineer Jankowski stated that the street was constructed in 1981 and sealed in 1986. <br />He stated that some of the notices sent to the residents mentioned sealcoating and some <br />overlay - it is an overlay project. <br /> <br />Mr. Mox stated that the street does not need an overlay. He added that he has never seen a <br />Ramsey track patching the street. He stated that the street has cracks in it but not holes. <br />He felt that the street was not constructed right in the beginning. He suggested that taxes <br />should take care of the cost of maintaining the roads. He felt that if the cost of the project <br />was assessed with the taxes, the improvements would never be paid for before another <br />improvement would be assessed for. <br /> <br />Mr. Jankowski agreed that some sections of the road are in good condition but there are <br />some places where it is tightly alligatored. <br /> <br />Mr. Mox reiterated that he has never seen any patching done and that taxes should take care <br />of road maintenance. <br /> <br />Mayor Gilbert,son reminded Mr. Mox of the small portion of tax dollars (17¢ of $1.00) the <br />City actually receives. <br /> <br />Mr. Mox Suggested that the road be relooked at by Staff. <br /> <br />Mr. Jankowski stated that if you wait until there are pot holes in the road, the base could be <br />contaminated and the improvement would be much more costly. <br /> <br />Mr. Mox felt that it is ridiculous to overlay it all. He added that if the residents petition <br />against this improvement and it gets defeated, the City is saying it will not assist in payment <br />for a more expensive improvement that may be needed because of the delay - he felt this <br />was governing by threat and he didn't appreciate the use of "scare tactics". <br /> <br />Mr. Jankowski reminded Mr. Mox that roads are expensive and the right type of <br />maintenance should be provided at the right time. <br /> <br />Mr. Mox reiterated that there are very few cracks in his road. He added that it upsets him <br />that besides all the taxes he pays, he still has to pay for road maintenance. He felt it was <br />"uncalled for". <br /> <br />Dan Sargent, 7600 - 166th Avenue N.W., Ramsey, stated he builds roads for a living and <br />that he walked this road and cannot find where it is deteriorating. <br /> <br />Mr. Jankowski reminded him that he saw a lot of alligator cracks in the road. <br /> <br />Mr. Sargent inquired if it was the new development pushing for this improvement to which <br />Mr. Jankowski replied it is being initiated by the City. <br /> <br />City Council/March 22, 1994 <br /> Page 8 of 14 <br /> <br /> <br />
