meeting with all the people within the area of benefit. The benefitted residents will also be
provided with the EAW.

Case gg: North Metro Mayors Association Membership

City Administrator Schroeder stated that in September 1993, Andover, Anoka, Champlin,
Dayton and R. amsey met to discuss different issues. One discussed was the North Metro
Mayors' Association (NMMA). The City of Ramsey had put the NMMA on notice that it
might not renew its membership. Ramsey Council reviewed the membership fees which
were being enjoyed by Andover, Anoka and Ham Lake. These three cities received
significant subsidies in their rate. Approximately 50 percent of the organization receives
subsidies. At a subsequent Council meeting, Council made a motion to continue
membership to the NMMA at the same rate as that of the City of Andover. Mr. Schroeder
sent a letter to the executive director of NMMA requesting the same subsidy as that of
Andover. NMMA recommended no such consideration be given to the City of Ramsey,
therefore, Staff is recommending that Ramsey not be members of NMMA in 1994.

Councilmember Zimmerman stated that the NMMA is a good spokesman and that the City
did get some local government aid. He felt that the dollars spent were a good investment
and that it was too bad the City could not come up with a "measly" $3,000.

Mayor Gilbertson felt that the City of Ramsey should not have to come up with more
money.

Councilmember Peterson stated that until the NMMA reforms or revises its membership, he
does not want to be a part of the organization.

Motion by Councilmember Peterson and seconded by Councilmember Hardin to inform the
NMMA of Ramsey's desire to reconsider a new membership for 1995 after a hiatus for
1994.

Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson and Hardin.
Voting No: Councilmembers Beyer and Zimmerman.

Case #10: Update on Adult Bookstore

City Attorney Goodrich reported on the decisions of the courts in the past regarding the
Adult Bookstore. The Federal District Court and the 8th Circuit Court have declared the
City's ordinance constitutional. Mr. Holmberg has 90 days from January 30, 1994 to
appeal to the United States 'Supreme Court. The City is continuing to pursue its health
ordinance.

Case #11:

Adopt Resolution Granting Approval of a Division of Land by
a Metes and Bounds Description by Darnell H. and Janet L.
Blume

Motion by Councilmember Peterson and seconded by Mayor Gilbertson to adopt
Resolution 09.4-04-069 granting approval of a division of land by a metes and bounds
description by Damell H. and Janet L. Blume.

Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin
and Zimmerman.
