Case 08: Report from Road and Bridge Committee <br /> <br />City Engineer Jankowski stated that the Road and Bridge Committee also met earlier this <br />evening, -The fu'st item for discussion was an update of the water study and an interconnect <br />with the City of Anoka. The major concern was an adequate water source during the peak <br />times. It is being proposed that the City of Anoka provide the City of Ramsey water during <br />the peak demand. If the City purchases water from Anoka, it will forestall, for three years, <br />the construction of a well costing between $400,000 and $500,000. The cost of the <br />interconnect would be about $50,000. There is the financial benefit to the interconnect plus <br />if it occm-s by the Vo-tech, it will allow for backfeeding the area should there be a break. <br />He added that Anoka will not have a problem meeting Ramsey's demands. Mr. Jankowski <br />noted the:pressure difference between Ramsey and Anoka but added that the pressure was <br />above the minimum standards. He mentioned that Ramsey's Well #1 has to be inspected <br />for wear also. <br /> <br />Councilmember Hardin inquired where the $50,000 would come from to pay for the water. <br /> <br />City Administrator Schroeder replied it would come from WAC charges and TIF District <br />funding, <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to direct Staff to <br />solicit quotes for the removal inspection and necessary repairs of Well #1, to initiate dialog <br />with the City of Anoka to prepare an agreement for the purchase of water through an <br />interconnect to meet the needs of the Ramsey water utilities peak demand period, and to <br />authorize the preparation of plans and specifications for the construction of an interconnect <br />with the:City of Anoka. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Peterson <br />and zimmerman. Voting No: None. <br /> <br />Mr. Jankowski stated that the Road and Bridge Committee also discussed the Anoka <br />Electric' Cooperative's water/sewer extension. Staff presented the Committee with the <br />f'mancial impaCt of this project. <br /> <br />Mr. Schroeder stated that Staff reran the cash flows in order to gage the options. By <br />shuffling some of the projects around, this one can be done without additional revenues. <br /> <br />Mayor Oilbertson commented that this is a worthwhile project. He added that AEC <br />commended the way Ramsey City Staff assisted with the land search. <br /> <br />Mr. Jankowski stated that the request for aerial mapping was also discussed and that a <br />proposal had been received from MARKHURD for $29,600 which includes $1,200 for <br />new aerial flights of the City. <br /> <br />Motion by COuncilmember Zimmerman and seconded by Councilmember Peterson to <br />approve the aerial mapping proposed by MARKHURD at a cost of $29,600. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Peterson, <br />Beyer and Hardin. Voting No: None. <br /> <br />Mr. Jankowski reported that the City has received the EAW for Sunwood Drive N.W. One <br />of the issues is to recoup some of the costs associated with this road through impact fees <br />that would be collected.
