a policy in place since the early 1980's requesting that cities place setbacks from the center <br />line of County roads at a distance of 100 feet. The County has been reviewing the <br />practicality of this policy and will be modifying their policy in May. Mr. Jankowski <br />suggested Council table this issue until the County has completed their modification. <br /> <br />Ben Deemer, Planning Commissioner, suggested that if this case is tabled, it's encouraging <br />the County to take more right-of-way from the City. He felt that the City Engineer should <br />look out for the City, not the County. <br /> <br />Councilmember Zimmerman felt that the City should work with the County to determine <br />what is best for the general public. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to direct <br />Staff to work with Anoka County and bring the proposal back to City Council after the <br />County .establishes its future setback policy. <br /> <br />Motion carded. Absent: Mayor Gilbertson and Councilmember Beyer. <br /> <br />Case g9: Proposed Creation of Tax Increment Financing District <br /> <br />City Administrator Schroeder stated that the City of Ramsey has received a request from <br />Anoka Electric Cooperative (AEC) for the extension of City services to their new facility to <br />be constructed at the comer of County Road #116 and Ramsey Boulevard N.W. In an <br />effort tO fund these utility improvements in the most economical fashion, the City is <br />reviewing the possibility of creating a new Tax Increment Financing District. The total cost <br />to develop a new district would be approximately $4,500, a quote received from Wilson <br />Development Services. Staff believes that the majority of this work may be completed in- <br />house and so the final cost may be somewhat reduced. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman <br />authorizing expending up to $4,500 for consultant services with regard to creating a new <br />Tax Increment Financing District. <br /> <br />Motion carded. Absent: Mayor Gilbertson and CouncilmemberBeyer. <br /> <br />Case #10: Report from Finance Committee <br /> <br />1) Presentation of Facilities Study: City Administrator Schroeder reported that Council <br />had hired the firm of Boarman Kroos Phister Rudin & Associates (BKPR) to conduct a <br />space need analysis for Public Works, Police and Fire facilities.
