Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to <br />amend the development agreement as presented and to adopt the addendum between the <br />City of Ramsey and the Rum River Associates. <br /> <br />Further discussion: Councilmember Peterson pointed out to Mr. Dom that the approval of <br />this agreement does not necessarily mean his project will be granted approval, to which Mr. <br />Dom stated he understood. <br /> <br />Motion carded. <br />None. Absent: Mayor Gilbertson and Councilmember <br /> <br />Case <br /> <br />Proposed Purchase Agreement for Sale of Lot to Anoka County <br />Community Action Program (ACCAP) <br /> <br />Zoning Administrator Frolik stated that the 1993 Community Development Block Grant <br />(CDBG) project, approved by Council, allocated approximately $17,992 to the Anoka <br />County Community Action Program (ACCAP). The stipulation associated with the <br />allocatiOn was that ACCAP would use the funds to purchase a lot in the City of Ramsey <br />and oversee construction of a home on the lot for which a moderate income family would <br />qualify' for a home mortgage. The subject parcel is Lot 3, Block 5, Beaudry's 2nd <br />Addition. Staff has drafted a proposed purchase agreement between ACCAP and the City. <br />The agreement has been reviewed and approved by ACCAP's attorney and board of <br />directors and also by City Attorney Goodrich. <br /> <br />Councilmember Hardin suggested amending the purchase agreement to include that the City <br />would have the first tight of refusal on the property should ACCAP decide not to build the <br />home. <br /> <br />Councilmember Zimmerman inquired about the soil borings to which Ms. Frolik responded <br />that the Building Official has stated that no soil correction is necessary. The Building <br />Official will dictate where the house is located on the property. <br /> <br />Discussion ensued regarding the cleaning up of the lot which presently has some rubbish <br />and an accessory building on it. Ms. Frolik stated that the accessory building belongs to <br />the adjacent property owner and that it will be taken care of; however, it will be up to the <br />City to finish cleating off the property if that is not completed. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to <br />authorize the Mayor and City Administrator to enter into a purchase agreement, as <br />presented, with ACCAP for the sale of Lot 3, Block 5, Beaudry's 2nd Addition with the <br />provision that the City would have the tight of first refusal. <br /> <br />Motion carded. Voting Yes: Councilmembers Hardin, Zimmerman and Peterson. Voting <br />No: None. Absent: Mayor Gilbertson and Councilmember Beyer. <br /> <br />Case g8: Consider Ordinance to Amend Thoroughfare Setbacks <br /> <br />City Engineer Jankowski stated that at the October Planning Commission meeting, <br />Commissioner Deemer suggested that the setback distances for structures from the center <br />line of arterial streets be reduced from the existing 110 feet to 83 feet. This change would <br />affect the setback distances along county roads and trunk highways. The stated purpose <br />for amending this setback distance was that the existing setback was unnecessarily <br />restricting the rights of property owners.
