CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, May 10, 1994, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Sheila Beyer <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steven Jankowski <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbertson called the regular City Council meeting to order at 7:03 p.m. and led in <br />the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Terry Hendriksen, 15631 Ramsey Boulevard N.W., Ramsey, stated he has been <br />experiencing severe drainage problems he believes is a result of City actions and actions of <br />certain individuals. He disseminated pictures of his property showing the standing water. <br />Mr. Hendriksen stated that the drainage problem was addressed in the 1980's by the then <br />consulting engineer, Pete Raatikka of Hakanson Anderson, and it appeared to be okay after <br />that. Then, following the construction of 153rd, plus Stanley Welsh (15443 Ramsey <br />Boulevard N.W.) putting in a new driveway and John Gobernatz (17515 St. Francis <br />Boulevard N.W.) and Mr. Lewis (6960 - 156th Avenue N.W.) filling in wetlands, the <br />drainage problem has again occurred on his (Hendriksen) property. He added that one of <br />culverts that was installed to help take care of the problem is 90 percent plugged. Mr. <br />Hendriksen has spoken with City Engineer Jankowski numerous times about this drainage <br />problem. Mr. Jankowski does not disagree that there is a problem, however, Mr. <br />Hendriksen feels that the problem should be higher on the priority list and should be <br />resolved as soon as possible. <br /> <br />City Engineer Jankowski stated that he agrees there are a number of factors associated with <br />the drainage problem, including the fact that this year's ground water is higher than in <br />previous years. He stated that 153rd was constructed in 1990 and this is the first time <br />water has been an issue. He stated he is proposing the City address a number of elements <br />contributing to this drainage problem. Mr. Hendriksen had indicated that Stanley Welsh <br />obstructed the flow of water when he constructed his new driveway; measures can be taken <br />to see that this be "undone". The culverts on 156th should be cleaned out; however, since <br />the water moves so slowly, he feels the partially plugged culverts are not a significant <br />factor to the drainage problem. The most difficult factor to deal with is that the ponds are <br />filled between 153rd and 156th. It is shown as part of the drainage plan but there is no <br />drainage easement. The City needs to deal with the landowners.
