Couneilmember Hardin inquired of the time frame for cleaning out the culverts and taking <br />care of the issue with Mr. Welsh. <br /> <br />Mr. Jankowski stated that the issue with Mr. Welsh should be turned over to authorities <br />who deal with wetland issues. The culverts can be cleaned out within a couple of weeks. <br />In addition, discussions have ensued regarding constructing a ditch between the two ponds <br />which wOuld short circuit the water trip around the road to the wetland and back; however, <br />Mr. Jankowsld preferred that action be taken at a later date. <br /> <br />Councilmember Hardin inquired if Mr. Hendriksen had spoken with Mr. Raatikka of <br />Hakanson Anderson recently, to which Mr. Hendriksen replied he had not. He <br />(Hendriksen) added that the issue with Mr. Welsh is that he (Welsh) claims the water didn't <br />used to go through where he put his driveway. Mr. Raatikka designed it to go to the <br />wetland and back. The work on Mr. Welsh's property was done recently - within the last <br />year - maybe even within the last month. Where the water used to go does not exist; <br />however, he reported that Mr. Welsh was agreeable to putting in a culvert if the water has a <br />place to go. Mr. Welsh and Ms. Schlepper (15505 Ramsey Boulevard N.W.) are also <br />having water problems. There is a lake forming behind the culvert on 156th and Hematite <br />as more water comes in than is allowed to escape. <br /> <br />Public Works Supervisor Mevissen stated that all the ponds are up this year and that the <br />swamp to the north of this area is blocked up. <br /> <br />Ben Deemer, 14501 Sunfish Lake Boulevard N.W., Ramsey, stated that there is beaver <br />activity between the City and County roads and the dam is blocking the water flow. <br /> <br />Mr. Mevissen stated that getting rid of the dam would be a short-term solution, the beavers <br />would need to be disposed of also. <br /> <br />Mr. Hendriksen stated that 156th has been paved - the additional run-off created would be <br />discharged into this area. He added that the City believes there is a drainage facility here - <br />that water, among other sources is coming onto his property. He stated he does not want <br />to see the cure for the problem as fighting with Mr. Welsh in court. He felt that part of the <br />problem occurred as a result of 153rd and that it is up to the City to do something about <br />that. <br /> <br />Council directed that Mr. Jankowski meet with Mr. Hendriksen and Mr. Raatikka to review <br />the property and propose a solution. <br /> <br />Ben Deemer, 14501 Sunfish Lake Boulevard N.W., Ramsey, referenced Council's Case <br />#3: Sunwood Drive Appraisal/Acquisition Authorization and stated that he was just <br />informed that there is new information on this alignment. He felt that the new alignment <br />was something closer to what he would be agreeable with. He stated that based upon his <br />information from the Minnesota Environmental Quality Board, the condemnation process is <br />not allowed. The City cannot proceed until the review period has been completed. He <br />suggested that staking an acquisition could be conceived as the starting process and that <br />would be against State law. <br /> <br />Larry Peterson, Operations Manager for Anoka Electric Cooperative, complimented City <br />Staff on how helpful they have been during the land acquisition process of Anoka Electric. <br />He asked Council to focus their attention on the chosen parcel of land. When County Road <br />#116 was constructed, one of the parcels was split into two parts by the roadway.
