The gambling, which would consist of pull tabs and tip
boards, would be done in conjunction with the Lions Annual Community Picnic. The
Lions have requested a waiver of the 30-day waiting period. Ms. Hart noted that the
current code section which governs the regulation of lawful gambling within the City
stipulates specifically that a location is unsuitable for gambling if the predominant clientele
is under the age of 18. This should be taken into consideration since the Community Picnic
is a "family function" and most likely will include numerous individuals under the age of
18.

Councilmember Peterson inquired who would clean up the paper debris to which Ms. Hart
responded that the Lions Club will clean up.

Councilmember Hardin inquired if the gambling would be confined to the one area to
which Ms. Hart replied it would be.

Councilmember Zimmerman expressed concern about this picnic being a family function
and the fact that Council had, in the past, questioned if beer should be sold at this function.
He stated he has reservations about allowing the gambling.

City Council/May 10, 1994
