Mr. Jankowski felt that the City needs to get an appraisal unless his property is worth less <br />than a nominal amount. <br /> <br />Mr. Deemer stated that we are getting closer to it - 66' of it is free, and added that now we <br />are working out where it is. <br /> <br />Mr. Schroeder stated that the City will give a description of what is needed to be <br />purchased. The City is attempting to set up the calendar of events to keep things moving. <br />We will wait until the end of the comment period before we proceed; then when the City <br />receives approval, Evergreen Services will be ready to go. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to authorize <br />an amendment to Evergreen Land Services, Inc. contract, at a not to exceed price of <br />$8,500, to include appraisal/acquisition for four property owners in conjunction with the <br />Sunwood Drive road alignment. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and zimmerman. Voting No: None. <br /> <br />Case #4: Authorization for Staking on Phase II; Sunwood Drive <br /> <br />City Engineer Jankowski stated that the construction of Sunwood Drive is being divided <br />into two phases with the first phase being the segment between Wood Pond Hills and <br />County Road #57, which is scheduled to initiate construction this year. Phase II is the <br />portion between County Road #57 and County Road #116, currently scheduled for <br />construction to be completed in 1996. Mr. Jankowski stated that Waste Management <br />(WM) will be completing the work associated with the final abandonment of the landfill. A <br />considerable amount of grading will occur and WM has agreed to perform the rough <br />grading!associated with Phase II. He added that in order to accomplish this rough grading, <br />a substantial amount of grade stakes will be required. Since the proposal approved by City <br />Council specifically limited the authorization for staking to Phase I of the project, Staff is <br />requesting that this authorization be extended to Phase II to take advantage of the grading <br />that will be performed at no cost by Waste Management. Hakanson Anderson is estimating <br />the cost of the staking to be $5,435. <br /> <br />Motion by Councilmember Zimmerman and seconded by Mayor Gilbertson to adopt <br />Resolution g94-05-082 amending contract for engineering services for Sunwood Drive <br />N.W. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Hardin and <br />Peterson. Voting No: Councilmember Beyer. <br /> <br />Case #5: Eminent Domain Authorization for County Road #116 Trailway <br /> <br />City Engineer Jankowski stated that the City has been proceeding to acquire land from the <br />Ken Laws' property in order to facilitate a trail which will run from Anoka to the Ramsey <br />Elementary School. The City has retained Evergreen Land Services to approach Mr. Laws <br />in an attempt to negotiate acquisition of approximately 0.23 acres which runs a distance of <br />approximately 340 feet through Mr. Laws' property. Mr. Jankowski added that in the <br />event the City is unable to reach a negotiated agreement, eminent domain proceedings must <br />be initia~ ed within 90 days of the time access to the property is required. <br /> <br />City Council/May 10, 1994 <br /> Page 7 of 9 <br /> <br /> <br />
