Voting No: None. <br /> <br />The public hearing adjourned at 7:26 p.m. <br /> <br />Council Business <br /> <br />Mayor Gilbertson called the regular portion of the City Council meeting back to order at <br />7:26 p.m. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to introduce <br />the ordinance amending Chapter 7, Section 7.61 entitled "Lawful Gambling" of the City <br />Code. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and Zimmerman. Voting No: None. <br /> <br />Case <br /> <br />Approval of Joint Powers Agreement to the Lower Rum River <br />Watershed Management Organization <br /> <br />City Engineer Jankowski summarized the proposed Joint Powers Agreement with the <br />Lower Rum River Watershed Management Organization. <br /> <br />Discussion ensued regarding the budget and the voting formula. <br /> <br />Council expressed concern about paying 42 percent of the budget and not having 42 <br />percent of the vote on issues. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to direct the <br />City Engineer to suggest the Lower Rum River Watershed Management Organization base <br />the voting power on the basis of contribution. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and Zimmerman. Voting No: None. <br /> <br />Mr. Jankowski will report back to Council on this issue. <br /> <br />Case #3: Sunwood Drive Appraisal/Acquisition Authorization <br /> <br />City Engineer Jankowski indicated that the alignment for Sunwood Drive N.W. is very <br />close to being determined and the wetland delineation must be performed before exact <br />alignment can be determined. Once the exact alignment is known, legal descriptions will be <br />prepared and the City can proceed with the acquisition process. The City anticipates <br />construction of phase I by September 1994, for Sunwood Drive N.W. Mr. Jankowski <br />stated that the City has retained Evergreen Land Services, Inc. to provide such acquisitions <br />for two current City projects, the #116 Bikeway Trail Corridor and the 153rd/155th avenue <br />N.W. extension. He requested authorization to amend the contract with Evergreen <br />Services to include the appraisal/acquisition for the properties within the Sunwood Drive <br />road alignment. The amount would not exceed $8,500, unless eminent domain <br />proceedings would be required. <br /> <br />Mr. Deemer cautioned that May 25, 1994, is the earliest date the City could do anything. <br />He added that if be and the City come to terms with regard to the alignment, it would not be <br />necessary to appraise his property. <br /> <br />City Council/May 10, 1994 <br /> Page 6 of 9 <br /> <br /> <br />
