Voting No: None. <br /> <br />COUNCIL BUSINESS/PUBLIC HEARING <br /> <br />Case #1: <br /> <br />Introduction and First Reading of an Ordinance Amending <br />Chapter 7, Section 7.61 Entitled "Lawful Gambling" of the <br />City Code of Ramsey, Minnesota <br /> <br />Mayor Gilbertson closed the regular portion of the City Council meeting at 7:23 p.m. in <br />order to conduct the public hearing. <br /> <br />Public Hearine <br /> <br />Presentation <br /> <br />Finance Officer Hart stated that she, along with Councilmembers Beyer and Zimmerman, <br />has been reviewing the lawful gambling ordinance and working on revisions. The <br />objective of the revisions was to establish policies and procedures that made it easier for the <br />City to regulate and the various non-profit organizations to comply and to establish a <br />"regular" cash flow for the City. The major changes proposed are that the item "c" under <br />the Conditions section, which imposed a limit on the number of locations any one <br />organization could operate in the City of Ramsey. This was deleted, and a new "c" was <br />added. The new "c" limits the maximum number of gambling devices (i.e.: pull tabs, tip <br />boards, or paddlewheels) at any one location to two of any one device. The other proposed <br />amendment is to the section entitled Use of lawful Gambling Net Profits. The amendment <br />eliminates any direct reference to a particular percentage, but rather indicates that a <br />percentage will be established by Council resolution. Taxes will no longer be allowed as <br />deductions when determining net profits, nor will any net losses be carded forward at any <br />time.
