Mr. Weaver stated that the City of Anoka along with a State grant originally built the dam. <br />If it so happened that the dam would have to be rebuilt, the LRRWMO would not make the <br />decision as to who would participate in paying for it; the City Council's would not allow <br />that to happen. <br /> <br />Councilmember Zimmerman commented about the new state laws that allow WMO's to <br />levy and inquired if that affects the City of Ramsey. <br /> <br />Mr. Weaver stated that the WMO is not allowed to levy. He suggested if Ramsey's <br />Council. is not comfortable with this agreement as presented, they should indicate to the <br />Lower Rum River Water Management Organization Board what they would feel <br />comfortable with. <br /> <br />Councilmember Hardin stated he would be more comfortable with a clarification of the <br />language regarding capital improvement projects and how they would be funded. <br /> <br />Councilraember Beyer agreed that it is a good idea to get everything "spelled out" as clearly <br />as possible. <br /> <br />Consensus was that whichever Councilmembers could meet with City Engineer Jankowski <br />would do so prior to the June 14, 1994 Council meeting and prior to the next regularly <br />scheduled WMO meeting. Their concerns would be discussed at that time. <br /> <br />Case g7: Report from Finance Committee <br /> <br />Finance Officer Hart stated that the Finance Committee was presented with a proposed <br />budget and development plan for the neighborhood park located in the Sunny Ponds <br />subdivision and is recommending approval of same. The Capital Improvements designates <br />$29,188. The funds currently available for park development are $35,000. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to approve the park <br />plan and corresponding budget for the park in the Sunny Ponds subdivision. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Ms. Hart explained that the Committee was asked to consider the name of Solstice for the <br />park in the Sunny Ponds subdivision. This name was agreed upon by the residents in the <br />neighborhood. A vote taken at the Finance Committee meeting ended in a tie. Two of the <br />Councilmembers felt that naming the park something other than after the subdivision was <br />not in accordance with the park naming policy. Ms. Hart secured a copy of the park <br />naming policy and read it to the Council. The policy specifically stated a neighborhood <br />park does not have to be named after the subdivision; however, the name should reflect <br />something about the park or the elements in it. She added that the name Solstice refers to <br />the sunny in Sunny Ponds. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to officially <br />adopt the name "Solstice Park" for the Prairie Park District neighborhood park. <br /> <br />Further discussion: Councilmember Zimmerman felt that a yes vote would be a departure <br />from the park naming policy and that the general feeling would be to leave the name the <br />same as that of the subdivision. Councilmember Beyer felt that this name would be <br />contrary to Council's action on a park naming policy adopted in 1991.
