presented to Council, there was concern about the financing distribution. The Cities of <br />Andover, ^noka, Coon Rapids and Ramsey make up the organization. Mr. Jankowski <br />presented the results of a survey conducted among other WMO's to establish the method of <br />cost-sharing and voting for their organizations. It appeared out of the 12 WMO's <br />surveyed, the majority of them have either the same or similar voting and method of <br />financial distribution. Mr. Jankowski stated that he mentioned looking toward modifying <br />the voting privilege more proportionate to financial contribution; however, Coon Rapids <br />was not at the last meeting. <br /> <br />Mr. John Weaver, representing the LRRWMO, felt that Council's concern is legitimate. <br />He summarized the financial distribution and the voting power. The distribution is based <br />on geography and valuation. Coon Rapids, paying 1.2 percent, brings a wealth of <br />resources - their engineering department and their knowledge of another watershed. He <br />stated the WMO has come to "lean heavily" on the Coon Rapids engineering department. <br />Andover, paying 29.1 percent also brings with it the. knowledge of another watershed. He <br />stated that the organization is faced with the fact that a second generation plan is needed and <br />the cost for that is anticipated to be $30,000 - $33,000. <br /> <br />Mr. Jankowski stated that if the organization went to a portion vote, Coon Rapids would be <br />"voteless" and he felt they would then become inactive. This could also place a decision in <br />the hands of two cities. <br /> <br />Mayor Gilbertson felt that the organization has worked up to this point. <br /> <br />Councilmember Hardin expressed concern about the agreement not reflecting that each City <br />has a vote. He added that he is concerned with capital improvement projects based on one <br />vote per community. He indicated he would be in favor of the vote if it were one per <br />community on all issues except capital improvements. <br /> <br />Mr. Weaver reported that the document states it is the intent of the organization to have the <br />individual city handle the capital improvements to the extent possible. "We do not want to <br />impose our authority onto your City." <br /> <br />Councilmember Hardin inquired what was meant by "to the extent possible". <br /> <br />Mr. Weaver clarified his statement by saying that improvement projects within each city are <br />handled by a permit granted by payment of $500 - engineering services through LRRWMO <br />- that's the extent the WMO has been involved. For example (referring to a previous case <br />on tonight's agenda) the WMO is not going to ask Good Value Homes to build a bridge, <br />etc. He added that the organization is spending as little as possible and extending as little <br />authority as possible. "The WMO is not in business to create another hurdle. We intend to <br />make sure quality of surface water is properly controlled." <br /> <br />Councilmember Hardin stated there has not been a capital improvements project, but at <br />some point there will be. The agreement ought to spell out specifically how the funding <br />will be portioned out. <br /> <br />Mr. Jankowski stated he understood it would be negotiated according to the benefitting <br />parties. <br /> <br />Councilmember Peterson used the Anoka Dam as an example and inquired how it would <br />affect the City of Ramsey if the dam had to be replaced. <br /> <br />City Council/ May 24, I994 <br /> Page 10 of 13 <br /> <br /> <br />
