maybe not as much as RYAA is hoping for, but.some. In 1996, the City may be able to <br />budget for an additional full-time parks person; however the plan for 1995 is to contract out <br />some of~ the turf maintenance during the April/May time period. With regard to lines of <br />communicatidn, ia good way to initiate that process is to form a committee consisting of <br />some members of the Council and Staff to meet with RYAA. <br /> <br />Mayor Gilbertson offered to walk around the parks with representatives of RYAA to <br />discuss what has to be done. : <br /> <br />Councilmember Beyer suggested starting out with a table discussion. <br />Mr. Baack stated that the first issue is the children's safety. <br /> <br />Councilmember Beyer stated she is appalled at heating of all these issues that have not been <br />taken care of and questioned how the City's Insurance Agent of Record would feel about <br />these safety hazards. <br /> <br />Ms. Swanson stated that these issues have been previoUsly brOught to the City's attention. <br /> <br />Councilmember Hardin stated he wished to applaud RYAA for coming forward with their <br />concerns. He added this is not the first time City Council has heard these concerns. He <br />stated he, himself, recently brought up the poor park conditions, The parking situation was <br />talked about at a Council meeting and was not taken seriously by some of .the <br />Councilmembers. There have been communications with Staff about it; however, he felt it <br />was not Staffs fault. Not enough money or time has been allocated to Central Park. He <br />again expressed concern about the huge mounds of dirt on the property and the sprinkler <br />system. He added that the condition of Central Park is unfortunate and that this Council <br />should be embarrassed about it. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Gilbertson that a committee <br />consisting of Mayor Gilbertson and Councilmembers Beyer and Hardin, along with Staff, <br />should set up a meeting with RYAA to better address these concerns. This committee <br />should then come back to Council with a recommendation. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and Zimmerman. Voting No: None. <br /> <br />Case #$: <br /> <br />Award Contract for the Construction of Ramsey/Anoka Water <br />System Interconnect <br /> <br />City Engineer Jankowski stated that in order to insure an adequate supply of water for the <br />growing water utility, it has been proposed that the City of Ramsey construct an <br />interconnect with the City of Anoka system which would be able to provide water to meet <br />the peak day demand and also would service to backfeed Ramsey's water system in the <br />case of an emergency interruption of the water source from a watermain break or <br />incapacities of one or both of the municipal wells. He explained that the plans and <br />specifications for this interconnect have been prepared and bids were ordered by the City <br />Council on May 24, i994. The bids received were from W.B. Miller, Inc., Ramsey, <br />(39,514) and Penn Contracting, Centerville ($54,536). <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />ResolutiOn g94-06-135 awarding the contract for Improvement Project g94-17 to W.B. <br />Miller, Inc.
