CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, July 12, 1994, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Sheila Beyer <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbertson called the regular City Council meeting to order at 7:00 p.m. and led in <br />the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Mr. Terry Hendriksen, 15631 Ramsey Boulevard N.W., Ramsey, stated that in 1989, the <br />City of Ramsey approved a feasibility study by Hakanson Anderson on drainage for 156th <br />Avenue N.W. City Council adopted the study but, at some point, a decision was made by <br />Staff not to go with it. He requested that this and peripheral issues be placed on the next <br />Council agenda for discussion. <br /> <br />City Administrator Schroeder stated that Staff has looked at the drainage concern and has <br />contracted for some activity. We have re-graded ditches and will be putting in culverts. <br />The City will be receiving a topographic study of this area, and he suggested this <br />discussion should take place when that information is available. <br /> <br />Mr. Hendriksen stated that this was discussed back in 1989 and he is not interested in <br />waiting any longer; he felt he has been very patient. He added that if Staff is doing <br />something other than what was ordered by City Council, the reasons for doing so should <br />be discussed. <br /> <br />Mayor Gilbertson informed Mr. Hendriksen that he is not being "put off", it just makes <br />sense to wait for the additional topographical information. <br /> <br />Mr. Hendriksen stated that his property is being used as a holding area and that he is <br />having a definite drainage problem. He reiterated that someone besides the City Council is <br />making a decision not to proceed with what the Council ordered. He suggested that <br />someone has stopped the project and it should be moving forward. <br /> <br />Mayor Gilbertson stated that Mr. Hendriksen's issue could be put on the next Council <br />agenda; however, if all the information isn't available at that time, Council may table it until <br />such information is received. <br /> <br />City Council/July 12, 1994 <br /> Page 2 of 9 <br /> <br /> <br />
