Councilmember Beyer stated that Mr. Hendriksen came to Council a month ago and asked
for the same thing and Council agreed to put him on the next agenda at that time. She
stated nothing has been done and she feels his request is not out of line.

Councilmember Zimmerman agreed that all Mr. Hendriksen is asking is to be placed on the
next agenda.

Councilmember Beyer stated that Council should try to expedite this issue as soon as
possible, noting that it has been five years since this issue was brought to the attention of
Council.

Mr. Hendriksen stated that what he is hearing falls far short of what was directed by the
last City Council. Council needs to figure out what to do if what was ordered in 1989 has
not been done. He suggested Council should direct Staff to prepare an agenda item and he
would add information to it.

Councilmember Hardin stated that City Staff and a couple of Councilmembers met with
Mr. Hendriksen at his property a month ago. The DNR and Anoka County have both been
contacted regarding Mr. Hendriksen's concerns. He stated that Council has certainly done
something in reaction to Mr. Hench'iksen's last visit to the Council meeting.

Mr. Hendriksen stated that Councilmember Hardin is in the best position to address the
issue as he did make the visit a month ago. Mr. Hendriksen stated his concern is that in
Minnesota, construction can only take place in the summer and most of summer is gone.

City Engineer Jankowski stated that Anoka County inspected the ditch and they found a
beaver dam which has since been removed, south of Xenon Street N.W.

Councilmember Hardin stated that the water is not standing now as it was previously. He
inquired what has been received from the DNR.

Mr. Jankowski stated he was told an individual is reviewing it.

Mr. Hendriksen stated that he was told that the matter was being handled by a new
individual who is awaiting information from the Attorney General's office.

Councilmember Beyer felt that this update should have been on the last agenda.

Mr. Hendriksen stated that he would be pleased if his case could be on the next agenda.

Council directed that Mr. Hendriksen's concerns be placed on the next agenda as a case for
discussion.

Valerie Hoeller, 14111 Dysprosium Street N.W., expressed concern about the speed and
traffic along Dysprosium Street N.W. between County Road #5 and #116. The speeds
average from 10 to 40 miles per hour over the posted speed. She felt that the children are
in danger of getting hit by a car. She asked that the street be dead-ended by the water
tower, or that the street be narrowed and a sidewalk be constructed or that stop signs and
rippled speed bumps be installed. Ms. Hoeller suggested the City take action before some
child is killed. She presented Council with a petition, signed by 93 people in that area,
requesting that the City do something to alleviate this speed problem.

City Council/July 12, 1994
