property for the road and now there is mention of a park also. He stated he was not <br />notified of this proposal and asked who's personal pet project it is to make a park now too. <br /> <br />City Administrator Schroeder stated that relative to the acquisition of the park parcel, in <br />looking at what would have to be acquired for roadway, there would have been a remnant <br />of land left and that wouldn't make sense. He added that this project is not any one's <br />special pet project. The 153rd Avenue N.W. project has been discussed for years and has <br />been an ongoing discussion since 1991. <br /> <br />Mr. Vasseur suggested that if the road had been left where it was, there would be a more <br />even split, the way it is being designed now caused the remnant piece of property. He <br />stated he will fight the road. He added that Staff and Council. should look at their own <br />conscience. "You are all Americans, you should listen to the people. Do not do this. I can <br />barely wait to see what you offer for land acquisitions". He added that Ramsey has not <br />been sued yet but it appears to be the only 'alternative the people have. <br /> <br />Mr. Schroeder stated that the City received a couple of letters regarding this connection <br />also. A letter opposing the road came from Dwight and Melody Ekwall, 15200 Iguana <br />Street N.W., Ramsey. A letter in favor of the project was received from the Hansen Tree <br />Farm. Residents requested Mt'. Schroeder read the letter from the Hansen's which he did. <br /> <br />Mr. Christian stated he is a neighbor to the Hansen Tree Farm. The Hansen's have cabeled <br />off their property and have put up "no trespassing" signs. Mr. Hansen does not live at the <br />farm and this connection will help his business. <br /> <br />A resident suggested that trails and boardwalks bring more garbage and vandalism. She <br />felt that people will not enjoy these things, they will abuse them instead, and it will cost <br />more money for maintenance. <br /> <br />Councilmember Peterson asked Mr. Jankowski to explain the next phase of the project. <br /> <br />Mr. Jankowski stated that City Staff is requesting that Council select Alternative C for final <br />design. The next step would be to obtain the necessary permits and the formal delineation <br />of the wetland. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Gilbertson to adopt <br />Alternative C as the preferred alignment for 153/155 Avenue N.W. and to direct Staff to <br />enter into negotiations with RLK, Inc. for the preparation of final plan and work elements <br />associated with pemfits fi:~r the roadway. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmen~bers Peterson, Hardin and <br />Zimmerman. Voting No: CouncilmemberBeyer. <br /> <br />Case #4: Drainage in Section #22 Tributary to County Ditch #3 <br /> <br />City Engineer Jankowski stated that at the July 12, 1994 Council meeting, Mr. Terry <br />Hendriksen had requested a review of the drainage concerns in Section #22 that he brought <br />to the attention of the Cotmcil at the May 10, 1994 meeting. A meeting was held on May <br />18, 1994, with Terry Hendriksen and other ama residents. The meeting was also attended <br />by Mayor Gilbertson and Councilmembers Hardin and Zimmerman. There was no <br />consensus from this meeting on a single particular course of action. A letter, sent to the <br />meeting participants, specified four (4) areas where the City would be pursuing this issue. <br />Mr. Jankowski reported that the City agreed to clean the existing culverts on 156th Lane <br />N.W. that had been partially filled with sediment; this has been done.
