one. He suggested that the proposed design is dangerous. He stated the residents will be
assessed for maintenance of the road and it will be used by a lot of other people. He
informed Council he lost land for a different project and now he will lose seven more feet
of property for this project. He added that there is a problem now with cars going around
school busses and with this connection, there will be more cars and a better chance that
more people will be doing this. He stated that the residents would also have to change their
address because of the road being proposed.

Mayor Gilbertson stated that with more development comes the need for more roads.

Mr. Fountain stated that he was not in favor of 153rd Avenue N.W. between Ramsey
Boulevard N.W. He was in favor of the road but not of the alignment.

Mayor Gilbertson stated that the City is trying to put together a network that meshes with
the Metro system. He added that all the concerns previously expressed by the citizens have
been addressed.

Mr. Smith suggested that Council was not really listening to its residents and accused them
of not caring.

Mr. Christian suggested naming the road Schroeder Road as it appears the road is Mr.
Schroeder's desire. He expressed concern about the use of 153rd as a detour route for
Highway #10 (i.e., when the proposed bridge is being constructed).

Mayor Gilbertson agreed that this could be a possibility but stated that the City would try to
prevent this from happening.

Mr. Christian stated that he wants development to stop. He added that there is no proof of
this 20-year plan the City Staff is referring to.

Mr. Jankowski assured Mr. Christian that he could produce the 20-year plan.

Mr. Hagenah stated that it was mentioned that there are 13,000 residents in Ramsey and
only a handful of people are against this road. He commented that letters regarding this
connection were not sent out to 13,000 people.

Harry Johnson, 15280 Armstrong Boulevard N.W., Ramsey, inquired about the mention
of a stop light being installed.

Mayor Oilbertson stated l hat this was mentioned as a possibility in 20 or 30 years.

Mr. Johnson stated he plans to live here in 20 to 30 years. He informed Council that he
calls 911 every three weeks because of accidents. He stated that when the sun is shining,
it's impossible to see and suggested that everyone would have to wear sunglasses to turn
out to Armstrong. He also asked about water control. He felt that the road should not be
constructed because of the angle of the design. Having a 15 percent angle will cause more
accidents than any other road in the City of Ramsey. He then inquired if this would be a
five-ton road to which Mr. Jankowski replied it will be a nine-ton road.

Mr. Fountain commented that there are no garbage trucks traveling on this road anymore.

Lowell Vasseur, 153rd Avenue N.W., Ramsey, inquired who Council and Staff were
working for. "You hear opinions but do not listen". He suggested this is "communists in
action" and made reference to the Kremlin. He stated that it started out with acquisitions of

City Council/July 26, 1994
