Mayor Gilbertson stated that he also talked with Chief Auspos and was informed that the <br />Department is patrolling and using radar more than before in that area. With only four <br />accidents and the heavier monitoring of the road, Mayor Gilbertson felt that the City would <br />be able to keep the speeders more in tow. <br /> <br />Mr. Jankowski stated that the Police Chief indicated he did not feel he could eliminate <br />speeding by the Department's presence, but it does help. Mr. Jankowski stated that the <br />pros and cons of speed bumps and humps were discussed. He added that four-way stops <br />are not particularly effective for speed; they actually increase speed because the driver feels <br />he has to "make up for lost time". <br /> <br />Councilmember Peterson questioned if there was room in the right-of-way for a sidewalk <br />to be installed. <br /> <br />Mr. Jankowski stated there is room and that a sidewalk would indeed be effective. <br /> <br />Mayor Gilbertson inquired if a sidewalk would be an assessment project or if it would be <br />eligible for MSA funding or a combination of both. <br /> <br />Councilmember Zimmerman felt, too, that sidewalks might be an acceptable solution. <br /> <br />Councilmembe,' Peterson suggested gaining opinions fi'om the residents regarding some of <br />these options. <br /> <br />Finance Officer Hart cautioned the Council on the liability relating to sidewalks. <br /> <br />Council directed that City Attorney Goodrich check into the liability of City sidewalks. <br />They also directed that City Engineer Jankowski follow up with a memo to Council, or a <br />case on the agenda, as to what degree the City should participate if sidewalks are proposed <br />and to include Mr. Goodrich's findings on the liability of same. Council directed that the <br />cost of the project and where the funding should come from should be included in the <br />memo/case to them. <br /> <br />Case #6: <br /> <br />Request for an Interim Use Permit for a Temporary Structure; <br />Case of Ciiy Wide Garage Door Company, Inc. <br /> <br />Zoning Administrator Frolik stated that Ivan Clauson of City Wide Garage Door has <br />submitted an application for an interim use permit to place a temporary structure at 6845 <br />Highway #1(I N.W. The structure is approximately 648 square feet in size and will be <br />used to replace office space damaged by fire until the principal building on the property is <br />repaired. The Planning Commission conducted a public hearing on July 5, 1994, and there <br />were no verbal or written comments submitted pertaining to the request. <br /> <br />Motion by Cot, ncihnember Zimn~erman and seconded by Councilmember Beyer to adopt <br />Resolution #94-07- 146 adopting Findings of Fact #0365 relating to a request for an interim <br />use permit for a temporary structure from City Wide Garage Door Company. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Beyer, <br />Hardin and Peterson.
