Ben Deemer, 14501 Sunfish Lake Boulevard N.W., Ramsey, stated he is in favor of Mr. <br />Schroeder's option. This is going to be an awfully expensive park trail. An option would <br />be to not do it and wait for development of his property. This will be the only piece <br />chopped off. l-Ie stated he worked hard with Mr. Peterson to get his own access to his <br />property which he did not get. He feels this is the best solution. When he develops his <br />property, the City will get park dedication and easement. He offered to make it a covenant <br />when the City purchased property for Sunwood Drive N.W. He added that the Park and <br />Recreation Commission was basically told that this was their last chance to get park <br />dedication or trail easement. <br /> <br />Harlan Rude, 6219 - 144th Lane N.W., Ramsey, stated that he would be in favor of going <br />along with the idea of the development and see what happens in the future. He added that <br />he was not really in fi~vor of the trail. He inquired about a walkaround as he heard that was <br />an option. <br /> <br />Mr. Schroeder replied that this had not been discussed at the City. <br /> <br />Mr. Rude stated he would be in favor of getting the easement down to the park in the <br />future. <br /> <br />Mr. Schroeder stated that Staff is recommending approval of the final plat contingent upon <br />staff and the developer taking one more "shot" at pm'k trail easement. If it is not possible to <br />get dry land, tl~ere will be no trail easement. <br /> <br />Ms. Frolik stated that il' the trail easement is not possible, $3,400 will be given for park <br />dedication. <br /> <br />Motion by Councihneml)er Ha,'din and seconded by Councilmember Zimmerman to adopt <br />Resolution ~)4-07-150 granting final plat approval to Chestnut Hill 5th Addition contingent <br />upon the Developer' entering into a development agreement with the City and resolution of <br />the trail easemem situation. <br /> <br />Motion carried. Voting 'Yes: Mayor Gilbertson, Councitmembers Hardin, Zimmerman, <br />Beyer and Peterson. Voting No: None. <br /> <br />Case #12: <br /> <br />Requesl for Site Plan Approval; Case of Anoka Ramsey Sports <br />Cenler <br /> <br />Zoning Administrator Frolik stated that Mr. John Noard of the Anoka Ramsey Sports <br />Center at 6760 Itighway itl() N.W. is requesting site plan approval to expand the accessory <br />storage building on his property. She explained that City Code requirements are met with <br />respect t'o lot coverage, setbacks, number and design of off-street parking spaces and <br />loading areas, landscaping and architectural standards. The amount of accessory building <br />space allowed in the B-3 Highway Business District and site drainage still needs to be <br />addressed. The accessory building space in tile B-3 Highway Business District is restricted <br />to 30 percent of the gross t'loor area of the principal building unless otherwise approved by <br />City Council. Mr. Noard's principal bt, ilding is 10,500 square feet in size. With the <br />proposed expansion to the storage building, Mr. Noard's accessory building space will be <br />12,000 square IYet. Itl [iett of the fitct that the intent of the expansion is to reduce or <br />eliminate outside storage of inventory on the property, an activity which is no longer <br />permitted in tile Highway Business District, City Staff and the Planning Commission <br />recommend that tile accessory building space be allowed to exceed standards established in <br />City Code.
