Mr. Fountain expressed this concern because just a few weeks ago the Ramsey Youth <br />Athletic Association officers were a~ a Council meeting admonishing the City for their poor <br />maintenance of parks.. He questioned how Staff could propose additional parks when "we <br />cannot maintain what we have". <br /> <br />Mr. Schroeder stated that this agreement is not stating this would be developed right away. <br />This is only what is being proposed; possibly for 1996 development and contingent upon <br />municipal utilities. The Park and Recreation Commission will discuss this and Staff will <br />make a recommendation that it would be more possible in the year 1997 or 1998. Mr. <br />Schroeder hoped that the concern for grass mowing at Central Park would be taken care of <br />by that time. <br /> <br />Mr. Fountain suggested the complaint regarded more than grass mowing. <br /> <br />Mr. Schroeder stated that the complaint was basically turf maintenance. He stated that Mr. <br />Fountains concern is well taken. The City is moving in two ways - the need to move <br />toward better maintenance but also the need to provide more parks due to growth. <br /> <br />Mr. Fountain inquired how much effort has been dedicated to open space. <br /> <br />Mr. Schroeder replied that he thought the City has about 40 parks right now and depending <br />on the definition of development .- eight or nine are developed; the rest are basically open <br />space. <br /> <br />Mr. Fountain felt that "contingent upon sewer and water" is a severe contingency. <br /> <br />Mr. Schroeder stated that once the properties near this area have sewer and water there will <br />be funds available. <br /> <br />Mr. Fountain inquired if the City could accept this gift to which Mr. Schroeder replied it <br />could. <br /> <br />Mr. Schroeder stated he would like, along with the City Attorney and one or two <br />Councilmembers, the opportunity to submit a settlement offer to WMMI in the general <br />parameters that have been discussed in the past. <br /> <br />Councilmember Peterson offered to be one of the Councilmembers on the committee. <br /> <br />Mr. Schroeder stated that with the grading of Sunwood Drive, the grading equipment used <br />for that will only be on the site until September. They were planning to grade this week <br />and he felt the City should have them do it. <br /> <br />Councilmember Hardin inquired what the status of the DNR issues are. <br /> <br />City Engineer Jankowski stated he has requested additional information on the need for <br />filling wetland and is awaiting such information'. <br /> <br />Mr. Schroeder stated the grading could be done up to the wetland. <br /> <br />A comment was made that if DNR says no to Sunwood Drive, the City would have thrown <br />away 10,000 cubic yards of grading. <br /> <br />Mr. Schroeder felt reasonably sure that Sunwood would be approved. <br /> <br />City Council/August 9, 1994 <br /> Page 13 of 20 <br /> <br /> <br />
