Councilmember Peterson commented that the land south of the landfill could be tied up and <br />restricted by the State for a long time. <br /> <br />Mr. Schroeder suspected that the City wOuld 'nOt proceed with any paving projects until the <br />State signs off. '. <br /> <br />Councilmember Hardin stated that the grading-Waste Management is proposing to do is just <br />rough grading, no Class V. He inquired what kind of erosion problem this would create. <br /> :. <br />Mr. Jankowski stated fie would have theTM step down to prevent an erosion problem. <br /> <br />Councilmember Hardin stated that maybe it's not worth it to them if it's years before the <br />City can do anything. <br /> <br />Mr.. Schroeder stated it could be argued that the City has let an opportunity/value lapse. <br /> <br />Councilmember Zimmerman stated that the land is quite "gravelly", it should not erode that <br />much. <br /> <br />Councilmember Hardin inquired if Mr. Schroeder felt it is worthwhile to cut the road <br />through there now. <br /> <br />Mr. Schroeder replied yes, as there is ultimately a use for that land. The land is too <br />valuable to let it lay fallow forever. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to authorize the City <br />Administrator and City Attorney to negotiate some kind of agreement on settlement of the <br />ski hill, in the general parameters that have been discussed in the past and to invite <br />whichever Councilmembers are interested. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Peterson and <br />Zimmerman. Voting No: None. Absent: Councilmember Beyer. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to authorize <br />Staff to contact Waste Management to go forward with the grading. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Peterson and <br />Zimmerman. Voting No: None. Absent: Councilmember Beyer. <br /> <br />Case #8: Status Report on SUnwood Drive <br /> <br />City Engineer Jankowski stated that the City has apPlied for all the necessary permits with <br />regard to Sunwood Drive. The final elements requested by the State, in conjunction with <br />the environmental assessment worksheet, have been completed. A report issued by <br />Christina Harrison, Archaeological Research Services, indicates that the reconnaissance <br />survey proved negative for archaeological resources. Mr. Jankowski suggested that the <br />City may now proceed with making a declaration of a finding of no significant impacts. <br />The Road and Bridge Commission should review the EAW comments and consultant <br />responses and present a recommendation to Council to support a declaration of No <br />Significant Impact. Mr. Jankowski proposed this would be on the next Council agenda. <br />He informed Council that the final construction plans for the roadway have not been <br />finalized because of the desire to await DNR permits.
