Mr. <br />Jankowski stated this case is for informational purposes, no action is needed by Council at <br />this time. <br /> <br />Case #9: Report from Personnel Committee <br /> <br />City Administrator Schroeder stated that the Personnel Committee discussed the term limits <br />for Fire Department Officers and are recommending the elimination of terms for the Fire <br />Chief and Assistant Fire Chief while continuing work assignment procedure for other <br />officer positions. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to <br />eliminate the terms for the Fire Chief and Assistant Chief while continuing to work <br />assignment procedure for other officer positions. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Zimmerman and <br />Peterson. Voting No: None. Absent: Councilmember Beyer. <br /> <br />Mr. Schroeder reported that Fire Chief Griffin has suggested he will complete his term as <br />Fire Chief at the end of this year. The hiring process has been reviewed and should be <br />amended to ensure the City follow acceptable standards for promotional hiring. This issue <br />was discussed with the Fire Department last week. They were in agreement. The <br />Personnel Committee, along with Fire Chief Griffin and Assistant Chief Kapler, is <br />recommending approval of the hiring process with two exceptions: Eliminate Step 7 which <br />reads as follows: Personnel Committee's recommended Fire Chief would be interviewed <br />by the Fire Board. Amend #5 to read: Applicants meeting minimum qualifications would <br />be interviewed by City Administrator, Personnel, and a Committee organized by the Fire <br />Board. Amend #8 to read: The Personnel Committee will make recommendation(s) to the <br />City Council. This amendment eliminates "with any fire Board comments" at the end of <br />that sentence (#8). Mr. Schroeder stated that this would be contingent upon ratification of <br />the Fire Board also. <br /> <br />Motion by Councilmember Hardin and-seconded by Councilmember Zimmerman to ratify <br />the changes suggested by the Personnel Committee to the 9-point process for hiring a Fire <br />Chief, contingent upon ratification by the Fire Board. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Zimmerman and <br />Peterson. Voting No: None. Absent: Councilmember Beyer. <br /> <br />Mr. Schroeder reported that the Personnel Committee discussed appointing an authority <br />and assigning duties with regard to the Data Practices Responsible Authority. As many of <br />the requests for information relate to personnel issues or items contained in personnel files, <br />the Personnel Committee recommended that the Administrative Services Manager Kay <br />McAloney be appointed City of Ramsey Responsible Authority. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to adopt <br />Resolution #94-08-155 appointing Ms. McAloney as the City of Ramsey Responsible <br />Authority. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Zimmerman and <br />Peterson. Voting No: None.
