Discussions have ensued
relating to the editorial policy. He stated that Staff is proposing to change the editorial
policy so that non-profits and businesses and for profit agencies and businesses are treated
the same. Some non-profit organizations have received preferential treatment in the past.
He stated it has been a concern about spending tax dollars on alerting residents what time
church sermons will be, etc. He felt this is in the "gray area" and that the City should
maybe get away from doing this type of thing.

Councilmember Zimmerman stated he hopes the Resident will continue to publish things
that woUld help the community.

Councilmember Peterson stated that the City directory would be available for new
residents. It lists the fraternal and religious organizations in the City.

Councilmember Hardin inquired if there have been a lot of complaints pertaining to this
issue to which Mr. Schroeder replied no., not a lot, but some. He added that Staff does not
know if it's right or wrong, but would prefer to stop including these in the newsletter.

Councilmember Peterson stated that the newsletter may still note ground breaking for
churches and businesses, etc.

Councilmember Zimmerman suggested possibly doing a non-profit edition once a year to
reach everyone.

Councilrnember Peterson commented that most churches send out their own bulletin and
newsletters.

Mr. Schroeder stated no action is required by Council.

ADJOURNMENT

Motion by.
