Absent: CouncilmemberBeyer. <br /> <br />COUNCIL BUSINESS/PUBLIC HEARING <br /> <br />Case #1: <br /> <br />Introduction and First Reading of Ordinance Amendment to <br />Chapter 5 of the City Code, Adding Section 5.13.07 to be <br />Known as the Recycling Rates and Charges Section of the City <br />Code <br /> <br />Mayor Gilbertson adjourned the regular portion of the City Council meeting at 7:05 in order <br />to conduct the public hearing. <br /> <br />Public Hearing <br /> <br />Mayor Gilbertson called the public hearing to order at 7:05 p.m. <br /> <br />Presentation <br /> <br />Finance Officer Hart stated that the City of Ramsey has been providing curbside recycling <br />to residential properties for the past several years, at no cost to the residents. The cost of <br />this program has been funded through tipping fees and Anoka County grants. With the <br />closure of the landfill, there is a pending need for a new funding source. In order for the <br />City to continue to fund at least a portion of the environmental specialist position, it is <br />necessary to fund the other programs through another means, such as directly billing <br />residential properties for the services. Past discussion of imposing a franchise fee has <br />proven futile. The alternative of directly billing the resident is now a possibility with the <br />flexibility offered from Anoka Electric Cooperative (AEC) doing the billing. Ms. Hart <br />explained that in order for the City to begin any type of billing process, it is necessary to <br />amend the City Code to allow for the establishment of rates and charges in conjunction with <br />the curbside recycling program. This can be done by ordinance and the rate will be set <br />from time to time by Council resolution. <br /> <br />City Attorney Goodrich stated that the ordinance will have to be modified regarding the <br />ability to assess delinquent charges. Annually the City will hold an assessment public <br />hearing and certify delinquent accounts to the County. This will be adopted separately <br />from the recycling ordinance.
