Mr. Hendriksen stated I am trying to produce facts and with information that will cause you <br />to come to the solution I have come to. <br /> <br />Mayor Gilbertson stated that Mr. Jankowski is trying to reach a solution. <br /> <br />Councilmember Peterson inquired if the City could petition Anoka County to upgrade the <br />ditch. <br /> <br />Mr. Jankowski stated that is a possibility but it's not a county ditch. The process is that the <br />cost gets assessed back to the properties who originally constructed the ditch. <br /> <br />Councilmember Zimmerman stated that the County Engineer has walked this ditch and has <br />classified it as being in poor condition. Maybe something needs to be done with this. It <br />appears the drainage issue does not receive much attention. <br /> <br />Mr. Jankowski inquired if he is supposed to ask the.County to re-ditch County Ditch #3. <br /> <br />Councilmember Zimmerman replied no, just to clean it out. The only maintenance received <br />is a clean out where the flow of water is obstructed. This ditch has not been cleaned in <br />over 1130 years. The County will clean it if the City petitions them to do it. <br /> <br />Mr. Jankowski stated he could get the cost to clean.from 156th to 157th. He added there is <br />no public jurisdiction over ditches; therefore, the City would have the rights to go into <br />them. <br /> <br />Councilmember Hardin stated he wanted the estimate to clean from 156th to 157th and to <br />petition the County for Ditch #3. <br /> <br />Mr. Jankowski suggested it should not be too costly. <br /> <br />Tim Cornelius stated that he doesn't live here any more but that he used to ride dirt bike in <br />that area and he wasn't aware of these drainage ditches. He commented that the water table <br />has come up; property owners are losing their sheds, etc. He suggested you could jack up <br />buildings but you would have to keep jacking them up. He felt that $13,000 is a minimal <br />amount for the City to be paying but it would be a lot for the property owner to pay to keep <br />the drainage from their property. <br /> <br />Upon inquiry, Mr. Jankowski reported that this would affect seven or eight property <br />owners on 156th and three or four more between 156th and 157th to get all the way up to <br />the county ditch. <br /> <br />Mr. Hendriksen stated that the Pettersons are interested in having this cleaned out. In the <br />eminent domain proceedings, the City can condemn for quick taking and for the cost of the <br />taking. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to direct staff <br />to put together an estimate in the cost of cleaning out the ditch from 156th to 157th and to <br />petition Anoka County to clean out Ditch #3. <br /> <br />Further discussion: Councilmember Peterson inquired if by doing this, the City would be <br />close to solving the problem. Mr. Lewis is saying it will not. Mr. Hendriksen stated that it <br />would be good to have someplace for the water to go and cleaning out the ditch would be <br />good. Waiting on another estimate does not make sense as he felt that Mr. Jankowski <br />could give an estimate within the next five minutes.
