Councilmember Hardin stated he does not think that Option #1 will do <br />anything if the ditch is not cleaned out from 156th to 157th as there is nowhere for the <br />water to go. Mr. Jankowski stated that if the City does this project, he cannot guarantee <br />that Mr. Hendriksen's property will not be wet again as he is very close to the wetland. <br />Mayor Gilbertson asked what if Option #1 is done and everyone signs off on this saying <br />they are happy. Councilmember Zimmerman stated that this motion will not do what Mr. <br />Hendriksen needs. It will take a long time. The problem tonight is to get some of this <br />water moving to Ditch #3. Mr. Hendriksen stated there are two engineering studies that <br />say there is a 15" fall between the west and east curb and an 18" fall elsewhere. It appears <br />there's about four feet of water backed up behind Lewis' property; we have seen water <br />going backwards through that culvert; we have a flooded road. Councilmember Hardin <br />stated there is water going through the culvert on 156th and there has been all summer <br />long. Mayor Gilbertson stated that he does not think Option #1 will "do the trick". Mr. <br />Jankowski stated it's the best you can do, but there is no guarantee. Councilmember <br />Hardin stated that he doesn't feel it will help to do anything in between if the ditch cleaning <br />is not done. Mr. Schroeder stated that the motion is not an alternative. Mayor Gilbertson <br />suggested.taking Option #1 and including Councilmember Hardin's motion with it. <br />Councilmember Zimmerman stated he would support it if it included Option #1. <br /> <br />Councilmember Hardin withdrew his motion and Councilmember Peterson withdrew his <br />second. <br /> <br />Motion by Mayor Gilbertson and seconded by Councilmember Peterson to direct Staff to <br />initiate a public improvement project which would entail construction of a ditch beginning <br />at 156th Avenue N.W., east of Ramsey Boulevard N.W. and terminating at 157th lane <br />N.W., and in addition, petition Anoka County to clean Ditch #3 and have Staff identify the <br />properties necessary and bring back an appropriate eminent domain resolution to get <br />started. <br /> <br />Motion carried. Voting Yes:. Mayor Gilbertson, Councilmembers Peterson and <br />Zimmerman. Voting No: CouncilmemberHardin. Absent: Councilmember Beyer. <br /> <br />Case #5: Policy on Exurban Development <br /> <br />City Administrator Schroeder stated that on April 6 and December 7, 1993, the Planning <br />Commission reviewed a request from Wilbur Dom to construct townhouses in the Rum <br />River Hills Subdivision. The City Council reviewed this request at their March 8, 1994 <br />meeting. Council then directed Staff to set up guidelines for consideration of exceptions to <br />the City's rural density zoning and that the Planning Commission review what resulted. <br />Council tabled the sketch plan request. Staff has established a criteria for consideration of <br />exurban development. While this was initiated in reaction to the Rum River Hills request, <br />it has been written such that it should react to any development request, townhouse or <br />otherwise, The Planning Commission reviewed the policy at their last meeting and did not <br />suggest any policy changes. They did suggest that the policy was confusing in spots and <br />suggested that it be reworded for ease in reading. Mr. Schroeder stated this policy has <br />been forwarded to City Attorney Bill Goodrich, Wilbur Dom of Rum River Hills, and <br />Dennis Peck of Northfork; however, to date, no comment has been received. Mr. <br />Schroeder stated that if Council adopts the resolution establishing the criteria for exurban <br />development, it does not provide Rum River Hills with a development approval; it only <br />provides a format under which the Rum River Hills or other proposals shall be reviewed. <br /> <br />City Council/August 9, 1994 <br /> Page 10 of 20 <br /> <br /> <br />
